Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for solid waste dumpster services for the National Park Service Outer Banks Group, encompassing Fort Raleigh National Historic Site, Cape Hatteras National Seashore, and Wright Brothers National Memorial.

• Provide and service a base of 42 solid waste dumpsters, with additional dumpsters deployed during peak holiday weekends (Memorial Day, Independence Day, Labor Day) and for specific campgrounds.

• Dumpsters will be located across North and South Districts, including maintenance yards, day-use areas, campgrounds, and specific points like the Marc Basnight Bridge.

• Dumpsters at Day-Use areas will have pad-locked lids and 18" slide door access, designed for standard household trash and items used during beach visits.

• Contractor is responsible for providing all labor, tools, equipment, and materials.

• Dumpsters must be pad-locked with contractor-supplied locks, keyed alike.

• Contractor must maintain backup containers and provide scheduled replacement dates.

• Contractor is responsible for all required licenses, permits, and dump fees.

• Trucks must be washed after each service run.

• Dumpsters will be Baker Green in color and marked with contractor name and NPS patron use information.

• Dumpsters to be serviced at least once a week, or twice a week during peak season (Memorial Day to Labor Day weekend).

• Service runs are generally Monday and Friday during peak season, and Friday only otherwise, excluding Federal holidays.

• Specific service times apply to campgrounds (not before 6 am) and ferry schedules for Ocracoke.

• Contractor must respond to CO and COR within 72 hours for repairs or replacement needs.

• Dumpsters must be maintained in good structural condition, with working lids and doors.

• Contractor must ensure no trash is left on the ground after servicing.

• Fluid spills from trucks must be reported immediately.

• Monthly landfill load ticket weights must be provided.

• Contract period: July 2026 to July 2031 (Base Year with Four Option Years).

• Locations: Fort Raleigh National Historic Site, Cape Hatteras National Seashore (including Bodie Island, Oregon Inlet, Pea Island, Salvo, Haul Over, Buxton, Frisco), and Wright Brothers National Memorial.

• Compliance with Occupational Safety and Health Act (OSHA), EPA laws, and state/local safety laws.

• Contractor must have oil spill kits on trucks.

• Contractor employees must comply with park parking procedures and return identification badges upon contract completion.
