S--UMATILLA FIELD OFFICE LAW ENFORCEMENT

Amendment / Modification

This amendment (0002) to the solicitation makes the following changes:

• Adds Clause 52.222-90: This new clause addresses Diversity, Equity, and Inclusion (DEI) discrimination by Federal Contractors, in accordance with Executive Order 14398.

• Answers Vendor Questions:

  • Question #1 (Admin Time): Confirms that administrative time spent on generating monthly/annual reports can be included in total contract hours, and this is now reflected in section C.2.3.
  • Question #2 (Taser Use): Removes the restriction on the use of tasers previously stated in section C.5.1. Tasers can now be carried and used by deputies.
  • Question #3 (Vehicle Use): Clarifies that while certified law enforcement vehicles with report-writing technology are preferred, the use of other marked law enforcement vehicles (e.g., side-by-sides, quads) for patrols is acceptable.
  • Question #4 (Monthly Hours): Clarifies that the requirement for 100% accuracy in logs (reports of contacts/incidents) is separate from the weekly patrol hours. Weekly patrols must average 15 hours, with a total of 780 hours annually, but week-to-week variations are acceptable as long as the annual total is met. Paragraph 1 in C.2.5 states contractors set patrol hours to meet requirements.

• Period of Performance: The period of performance remains unchanged.

• Section C.2.3 (Contract Administration and Management) - Updated to reflect admin time inclusion.

• Section C.5.1 (Non-Personal Services) - Taser restriction removed.

• Section C.5.5 (Vehicles) - Clarification on vehicle types.

• Section C.2.5 (Location and Hours of Work) - Clarification on patrol hour averaging.

• The effective date of the amendment is April 13, 2026.

• Vendors must acknowledge receipt of this amendment. Failure to do so may result in offer rejection.

• Offers must be submitted by the hour and date specified in the original solicitation, as amended.

Solicitation / RFP / RFQ

This solicitation is for dedicated deterrence patrol and Law Enforcement (LE) services on properties administered by the Bureau of Reclamation's Umatilla Field Office (UFO) in Hermiston, Oregon. The objective is to provide a visible law enforcement presence for deterrence and rapid response to public safety issues, crimes, and potential threats, and to provide law enforcement support during emergencies.

• Patrols and Enforcement: Provide 780 hours of patrols annually, with an average of 10 hours per week dedicated to the Oxbow Special Use Area and 5 hours per week across other UFO properties. This includes actively searching for illegal camps, contacting suspicious individuals, and performing enforcement actions. Ancillary activities like attending court or investigations count towards patrol hours.

• Law Enforcement: Enforce State, County, and local laws, make non-federal arrests, issue citations, and provide police reports as needed on Umatilla Project property.

• Response: Provide a Law Enforcement Officer (LEO) onsite within 48 hours for specific investigation requests.

• Reporting: Submit monthly patrol/activity logs, annual summaries of activities, and police reports.

• Personnel: Officers must be sworn law enforcement officers, certified by Oregon, trained in equipment use, mentally alert, and comply with the Lautenberg Amendment. Tasers are prohibited from use.

• Equipment: Contractor to provide certified law enforcement vehicles, uniforms, badges, ammunition, and other necessary supplies. Tasers are prohibited.

• Period of Performance: The schedule indicates a base year from 06/01/2026 to 05/31/2027, with four option years extending through 05/31/2031.

• Offer Due Date: 04/24/2026 at 1700 local time.

• Submission Requirements: Offerors must provide evidence of understanding the requirement through a written technical quote that addresses the PWS.

• Evaluation Factors: Offers will be evaluated based on Technical, Past Performance, and Price.

• The acquisition is listed as unrestricted.
