This is a Combined Synopsis/Solicitation (RFQ #36C25926Q0384), designated as a Total Small Business Set-Aside. Amendment 001, published April 8, 2026, removed the wooden pallet recycling service from the scope. Quotes are due by April 13, 2026, at 12:00 PM MST.
Scope of Work
The contractor shall provide comprehensive waste and recycling services, including:
- One (1) 8-yard compactor (emptied 3x/week, with 12 additional pickups)
- Two (2) 8-yard trash bin containers (emptied 2x/week)
- One (1) 30-yard roll-off dumpster (emptied 2x/month, with 6 additional pickups)
- Twelve (12) 96-gallon recycling carts (1x/week)
- One (1) baler for cardboard (pickups every 2 weeks)
Important Update: The service for recycling wooden pallets has been removed. VA employees will now smash wooden pallets and place them in the 30-yard roll-off dumpster for disposal. The VA will not accept alternatives to the required cardboard baler.
Contractor responsibilities include container rental, removal, disposal fees, maintenance, power washing cement prior to compactor container replacement (twice annually), clean-up of scattered trash, returning containers, and maintaining the hydraulic power compactor. Disposal services cover landfill fees, taxes, and related expenses. Any additional pickups beyond the scheduled quantities must be approved via a contract modification prior to execution.
