Scope of Work
The contractor will provide non-personal IPM services, encompassing inspection, preventive maintenance, treatment, and cleanup for a wide range of pests, including arthropods, rodents, birds, wood-destroying organisms, flying insects, and predatory pests. The approach emphasizes environmentally friendly and least-toxic methods, adhering to Federal, State (California), and local ordinances, as well as VHA Directive 1850.02.
Specific tasks include:
- Regular inspections (fly lights, traps) and monthly treatments.
- Perimeter spraying and flowerbed treatments.
- Spider web removal, bird abatement (trapping, baiting, cleanup, netting repair/installation).
- Termite inspections and treatment only if evidence is found.
- Quarterly bed bug training for VA staff.
- Emergency response within 2-4 hours for emergencies and 6 hours for routine callbacks.
Contractor personnel must be California certified pesticide applicators, with a Board-Certified Entomologist (BCE) or Associate Certified Entomologist (ACE) available. Professional uniforms with company logos are required.
Contract Details
This is a Firm-Fixed-Price contract with a Base Year (July 1, 2026 - June 30, 2027) and four (4) Option Years, totaling an estimated value of $17.5 Million. Invoicing will be electronic via VA's Tungsten network.
Submission & Evaluation
Offerors must submit quotes electronically to Kulvinder Brar (kulvinder.brar@va.gov) by the deadline. Proposals will be evaluated based on Technical Capability, Past Performance, and Price. Offerors must be "Verified" as an SDVOSB in veterans.certify.sba.gov at the time of submission and award, and adhere to Limitations on Subcontracting (VAAR Clause 852.219-75).
