Quick Summary
The Department of Veterans Affairs (VA), Phoenix VA Health Care System, has issued a Sources Sought Announcement for Facility Tree Trimming & Weed Control Services at its Phoenix, AZ medical center. This is market research to identify qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Responses are due by May 7, 2026, at 12:00 pm PST.
Purpose
This is a Sources Sought announcement for market research only, not a solicitation. The VA aims to identify potential qualified SDVOSBs capable of providing the required services to make appropriate acquisition decisions. The government is mandated by Public Law 109-461 to consider a total set-aside for SDVOSBs. However, if responses from SDVOSB firms are inadequate, an alternate set-aside or full and open competition may be pursued.
Scope of Work
The contractor will provide all personnel, equipment, tools, supervision, and transportation for comprehensive tree trimming and weed control.
- Tree Trimming: Quarterly inspection and maintenance of all trees on campus. This includes approximately 60 palm trees (trimming, skinning, removal of old fronds and seed pods annually, and debris cleanup). Other trees will be trimmed to prevent damage to property (buildings, parking structures, solar canopies) or persons. Complete debris cleanup and removal are required, with recycling encouraged. Tree removal requires prior written approval from the Contracting Officer.
- Weed Control: Quarterly spray applications and two annual pre-emergent treatments across all areas of the hospital compound, including high foot traffic areas, parking lot islands, and rock areas.
- Performance: Services must be performed properly and timely, leaving areas neat and clean. Customer complaints should not exceed three per year.
