Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this Statement of Work is to ensure the proper trimming of trees and effective weed control across the Phoenix VA campus to maintain safety and aesthetics.

• Tree Trimming: Includes quarterly inspection and trimming of all trees (Palm, Mesquite, Palo Verde, etc.). Specific services for Palm trees (approx. 60) include trimming, skinning, removing old fronds and seed pods, and debris cleanup. Other trees require trimming to prevent damage to property (buildings, parking structures, solar canopies) or persons, with complete debris removal.

• Weed Control: Involves quarterly spray applications and two annual pre-emergent treatments across all areas of the hospital compound, including high foot traffic zones, parking lot islands, and rock areas.

• Tree Removal: Any diseased or dangerous tree removal requires written approval from the Contracting Officer prior to removal.

• Debris Recycling: Tree trimming debris should be recycled as yard waste where possible.

• Tree Trimming: Trees must be trimmed properly and timely, with areas left neat and free of debris. All safety measures must be practiced. Customer complaints should not exceed 3 per year.

• Weed Control: Effectiveness of treatments to maintain long-term weed control.

• Base Year: May 15, 2026, to May 14, 2027

• Option Years: Four additional option years extending through May 14, 2031.

• Place of Performance: Phoenix VA campus.

• Schedule: Contractor shall visit the site four times per year (January, April, July, October). Services are to be performed during normal hours (Monday-Friday, 7:00 am - 4:00 pm) unless otherwise approved.

• Approvals: Tree removal requires written approval. Services outside normal hours require Contracting Officer approval and modification.

• Holidays: Contractor is not required to provide service on specified Federal holidays.

• Invoicing: Monthly in arrears via electronic submission (VA’s Electronic Invoice Presentment and Payment System or X12 EDI formats). Invoices must be itemized with specific required information.

Sources Sought Announcement

This is a Sources Sought Announcement for market research to identify potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSBs) capable of providing Tree Trimming and Weed Control services for the Phoenix VA Medical Center. It is not a solicitation, and the government is not obligated to award a contract.

• Tree Trimming: Quarterly inspection and trimming of approximately 60 palm trees (including date and fan palms), and all other trees on campus. Services include trimming old fronds, seed pods, and complete debris cleanup. Tree removal requires prior written approval.

• Weed Control: Quarterly spray applications and two annual pre-emergent treatments across the entire hospital compound, including high foot traffic areas, parking lot islands, and rock areas.

• Debris Removal: All trimmed tree debris must be cleaned up and removed, with recycling encouraged.

• Period of Performance: Base Year (5-15-2026 to 5-14-2027) with four potential Option Years extending to 5-14-2031.
