Quick Summary

The Department of Veterans Affairs (VA) is conducting market research through a Sources Sought announcement to identify qualified Service-Disabled Veteran Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) for annual carpet cleaning services. This requirement is for the VA Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC) in Albuquerque, NM. Responses are due by May 13, 2026.

Scope of Work

The contractor will provide annual carpet shampoo and aesthetic cleaning services for approximately 25,000 square feet of carpeted space within the 68,000 net usable square feet facility. Services are to be performed on Saturdays, excluding federal holidays, over a Base Year and four (4) Option Years. Key requirements include using less water to protect carpet glue, applying heavy-duty spot remover as needed, and ensuring uniform appearance free of residues. Contractor personnel must be able to communicate in English, adhere to strict conduct standards (no alcohol, non-prescription drugs, firearms), wear uniforms, and comply with HIPAA and VA security policies (no access to VA IT systems/PHI). All work must adhere to OSHA Safety Regulations.

Contractor Qualifications

Respondents must demonstrate at least two years of experience in carpet cleaning and equipment handling. Personnel must hold IICRC Carpet Cleaning Technicians (CCT) certification. Required skills include technical knowledge of cleaning methods, physical stamina, attention to detail, problem-solving, time management, and safety procedures.

Submission Requirements

Interested businesses must submit a written response via email to naomi.meza@va.gov by May 13, 2026, 12:00 PM Pacific Time. Submissions must include: company name, address, point of contact, phone, fax, email, DUNS number, Cage Code, Tax ID Number, type of small business (e.g., SDVOSB, VOSB), and a comprehensive capability statement addressing qualifications and ability to perform the described work.

Set-Aside & Registration

This is market research to determine the potential for a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. If SDVOSB responses are inadequate, other set-asides or full and open competition may be considered. All offerors must be registered in SAM.gov, and SDVOSBs/VOSBs must also be registered with the SBA.

Additional Notes

This is a Sources Sought announcement only, not a solicitation. The Government is not obligated to award a contract or reimburse costs for responses. No sub-contracting opportunities are anticipated.
