Performance Work Statement (PWS)

This PWS outlines the requirements for hazardous waste treatment and disposal services for the VA Rocky Mountain Network (VISN 19) across multiple VA healthcare facilities in Montana. The primary goal is to ensure safe, compliant, and environmentally sound management and disposal of various waste streams.

The contractor shall provide comprehensive services including:

• Disposal of EPA RCRA-defined hazardous, non-hazardous, and universal wastes.
• Recycling services.
• Lab pack disposal.
• Dual waste disposal (hazardous and regulated medical waste).
• Disposal of neutralized DEA controlled substances.
• Container services (providing and swapping various drum and container types).
• Spill/release response for hazardous materials/wastes on station (excluding remediation waste).
• Initial hazardous waste orientation training for VA staff.

Services must encompass all labor, materials, tools, equipment, analysis, travel, transportation, documentation, treatment, and disposal required to categorize, package, transport, document, and dispose of wastes from specified Montana VA sites.

• Contract Period: Estimated October 1, 2026 – September 30, 2031 (five-year period).

• Work Hours: Normally Monday through Friday, 8:00 AM to 4:00 PM local time, excluding National Holidays.

• Locations: Fort Harrison VA Medical Center, Benjamin Charles Steele HHC (Billings), and Miles City CLC.

• Licenses and Permits: Contractor must maintain all necessary Federal, State, and local licenses and permits.

• Training: Technicians/chemists must meet minimum training requirements (e.g., 29 CFR 1910.120, 40 CFR Part 263, 49 CFR 172) and receive site-specific training.

• Documentation: Provide manifests, waste profiles, land bans, certificates of destruction/recycling, and other required documentation.

• Waste Minimization: Evaluate waste streams annually for minimization opportunities and provide reports.

• Affirmative Procurement: Preference for EPA and USDA designated environmentally preferable materials.

• Safety: Adhere to all safety precautions to protect VA patients, visitors, staff, and the environment. A verbal "stop work order" may be issued by VA personnel for imminent hazards.

• Recordkeeping: Maintain a centralized, internet-accessible waste tracking system exportable to Excel.

• Insurance: Provide proof of all appropriate insurance.

• Reporting: Submit quarterly reports on waste types, weights, costs, and services provided. Submit waste minimization reports annually.

• Meetings: Attend up to quarterly program meetings with the COR and CO.
