Purpose & Context
This Request for Information (RFI) is issued for market research and planning purposes only, in accordance with FAR 15.201(e). It is not a solicitation or a commitment by the Government. The objective is to identify qualified and interested 8(a)-certified firms with the capability and financial capacity to perform a broad range of construction services for AAFB and its tenant units. The previous SABER contract was a competitive 8(a) IDIQ with a $70M ceiling, ending by January 2028.
Scope of Work
The anticipated contract will cover a broad range of multi-discipline construction services. Individual task orders are expected to range from $2,000 to $2,000,000. Work includes, but is not limited to, carpentry, electrical, HVAC, demolition, concrete, masonry, roofing, paving, utilities, and managing Munitions and Explosives of Concern (MEC) clearance. The scope also requires minimum design capabilities (up to 35% conceptual design or updating legacy drawings). Contractors will be responsible for furnishing all labor, materials, equipment, transportation, engineering, and technical design, adhering to all applicable federal, state, and local safety and environmental regulations. Performance and payment bonds will be required per task order.

Response Requirements
Interested 8(a)-certified firms must review the draft Statement of Work (Attachment 1) and fully complete the Industry Questionnaire (Attachment 2). The questionnaire seeks information on company profile, past performance (multi-trade construction projects in Guam), technical execution capabilities (including MEC), project management, quality assurance, and experience with construction estimating software (e.g., Gordian/CTC-based). Feedback on the draft SOW is also requested.

Responses must be submitted via email by June 22, 2026, at 12:00 PM Chamorro Standard Time (ChST). Submissions should not exceed five (5) single-sided pages, single-spaced, using a 12-pitch font.
