• Composite After-Dredge Surveys: The government directs bidders to proceed in accordance with the contract requirements of Hydrographic Survey Spec Section 01 32 23 – 1.4. Composite surveys will not be allowed for payment volume computations or final acceptance.
• Reach Subdivision: Similar to composite surveys, Reaches will not be allowed to be sub-divided into smaller sections for independent survey towards final acceptance.
• Disposal Site Pricing: Bidders may price CLINs 0002 through 0011 based on disposal at either Government-furnished upland sites or approved Contractor-furnished beneficial reuse sites, provided all applicable permit requirements are met. The Pricing Schedule descriptions will not be amended.
• 2025 Sampling Report: An amendment will be issued to attach the 2025 sampling report.
• Hazardous Waste Manifests: Revised page 26 has been uploaded to SF30 Amendment 0001, confirming the Government will sign manifests for preexisting hazardous materials.
• Warranty: The request to include a specific warranty provision for dredging is denied, as a warranty provision is not included in the FY26 SAC Dredging contract.
• Questions Deadline: The deadline for submitting questions has been extended to May 28, 2026.
• Placement Site Capacity: Capacity quantities in the Placement Site Information table on Plans Sheet G002 represent the site’s original total design capacity and the gross dredged material volume authorized for placement.

Several clarifications affect how bidders should approach surveys, disposal, and site capacity. The questions deadline has been extended. An amendment will be issued to provide the 2025 sampling report.

Solicitation

This Invitation for Bids (IFB) is for the Sacramento Deep Water Ship Channel (DWSC) FY26 Maintenance Dredging Project in Sacramento and Yolo Counties, California. The project involves annual maintenance dredging to a depth of -30 ft (MLLW) plus 1 ft of paid over-depth. All dredged material is suitable for upland beneficial reuse sites listed in Specification Section 00 10 00 PRICING SCHEDULE and Section 01 11 00 SUMMARY OF WORK. This requirement is for full and open competition and will result in the award of a single Firm Fixed Price (FFP) contract.

• Annual maintenance dredging of the Sacramento DWSC to -30 ft (MLLW) plus 1 ft of paid over-depth.

• Dredge material is suitable for Government-furnished upland reuse sites.

• Multiple dredge plants shall not work in the same dredging reach.

• Contractor is responsible for hiring a 3rd party for fish monitoring and water quality monitoring tasks.

• All diesel-powered equipment must meet California Air Board emissions requirements.

• Contractor is allowed a total incidental take of not more than 5 delta smelt (a listed endangered species) as stipulated in the USFWS biological opinions.

• Dredging operations at locations where utilities cross the channel shall be performed in strict compliance with applicable OSHA regulations.

• Contractor shall identify, locate, and verify the position and elevation of all submarine pipelines and overhead utilities prior to dredging.

• Dredging shall be controlled to prevent contact with, exposure of, or damage to submarine pipelines.

• Overhead powerline clearance distances from high-voltage overhead powerlines shall be maintained at all times in accordance with OSHA electrical safety regulations.

• Equipment height, swing radius, and dredging depth shall be physically and operationally limited to prevent utility contact.

• Contractor shall furnish and maintain navigation warning signs along the pipeline.

• A system of communication between the dredge crew and the crew at the disposal area (portable two-way radio acceptable).

• Dredge material shall be transported to Dredged Material Placement Sites (DMPS) via discharge pipes or scows.

• Bank protection may be required at eroded sites.

• Conservation measures for delta smelt, longfin smelt, and giant garter snake are required.
