Statement of Work (SOW) / Performance Work Statement (PWS)

To hire a qualified art conservator to examine, investigate, clean, and document mural surfaces within the Prismatarium, Women's Lounge, and on the third level of the San Francisco Maritime National Historical Park's Aquatic Park Bathhouse. The project also includes conducting paint analysis investigations on the third and fourth levels and preparing related reports.

• Locations: Second, third, and fourth levels of the Bathhouse, including murals on walls and ceilings, pilasters, doors, moldings, and acoustic ceiling tiles.

• Ceiling Height: Ranges from approximately 13 to 15 feet 9 inches.

• Tasks:

  • Conditions Assessment: Examine wall and ceiling surfaces for stability and anomalies (flaking, blistering, staining, etc.) across approximately 2,000 sq ft (Prismatarium walls/ceiling), 350 sq ft (Women's Lounge walls), and 2,000 sq ft (Third Floor murals). Attention should be given to previous recommendations for the third floor.
  • Cleaning: Limited to dusting and removal of loose particulates. More intensive cleaning, if required, will be noted as a recommended treatment. Areas for cleaning include Women's Lounge wall murals and Third Floor walls, columns, and doors. Prismatarium murals do not require cleaning.
  • Conditions and Recommendations Reports: Provide separate reports for Prismatarium, Women's Lounge, and Third Floor murals, detailing conditions, materials, methodologies, images, locations, and quantifications. Recommendations for future treatments (surface cleaning, stabilization, re-adhesion, etc.) and environmental conditions are required.
  • Paint Analysis Exposure Windows: Approximately 36 windows (min 2"x6", max 1'x2') to show paint layer progression and identify original building colors. Includes one ceiling tile. Previous analysis reports are provided.
  • Paint Analysis Report: Detail methodology, results/findings (with images), recommended methods for full exposure, and opinion on original paint colors (using Munsell system).

• Place of Performance: San Francisco Maritime National Historical Park (SAFR), 900 Beach Street, San Francisco, California 94109.

• Period of Performance: Work to begin within 30 days of contract award. On-site work to be completed within 30 working days. Reports to be completed within 30 days after fieldwork.

• Contractor Responsibilities: Provide all personnel, equipment, tools, materials, and supervision. Contractor is responsible for site safety, including cordoning off work areas and providing air filtration if solvents are used. Must follow AIC Code of Ethics and Secretary of the Interior's Standards.

• Conservator Qualifications: Master's degree/certificate/postgraduate training in easel paintings and mural paintings, or equivalent. Professional Associate/Fellow of AIC. Experience with similar projects required, with descriptions of 5 similar projects.

• Safety: Minimum OSHA 10 certification for at least one job site participant. Submit a Site-Specific Safety Plan. Evidence of scaffolding training if applicable.

• Submittals: Schedule, Site-Specific Safety Plan, Technical Data Sheets (TDS) and Safety Data Sheets (SDS) for products, Draft and Final Conditions and Recommendations Reports, and Final Environmental Condition Recommendations Report.

• Building Utilities: Contractor may use building electrical outlets (limited locations) and is responsible for extension cords and additional lighting. No utility sink on third or fourth floors.

• Hazardous Materials: Asbestos not detected in third-level ceiling tiles. Lead suspected in Prismatarium ceiling; underlying paint on Prismatarium walls tested positive for lead but is encapsulated.

• Contract Line Items: Separate pricing required for Assessment/Conditions Report (Prismatarium), Cleaning/Assessment/Conditions Report (Women's Lounge), Cleaning/Assessment/Conditions Report (Third Level), and Paint Analysis/Report (Third & Fourth Levels).

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for "Mural Maintenance and Color Investigation" at the Aquatic Park Bathhouse of the San Francisco Maritime National Historical Park (SAFR). The National Park Service intends to award a single Firm-Fixed-Price contract to a responsible offeror whose quote is most advantageous to the government.

• Develop a work plan and health and safety plan (HASP).

• Furnish all services, labor, parts, equipment, tools, materials, qualified personnel, and supervision.

• Completely examine and clean murals.

• Generate a report on mural conditions as set forth by the Scope of Work (SOW).
