Scope of Sale

Terms & Conditions
The sale is "as is," and no sorting is permitted on-site. The successful contractor must pay the entire sale price via pay.gov within 5 days of receiving an invoice and prior to scrap removal. If the actual weight differs from the estimate, the Government will issue a credit or additional invoice. The contractor is responsible for all freight costs and shipping losses. WVA will oversee loading and will load the scrap into contractor-provided roll-off dumpsters, which must have a lid/cover. The contractor must weigh the truck upon arrival and departure at WVA. Failure to pay and remove the scrap within the specified time will result in a default fee and potential barring from future Government sales.
Submission & Award
Proposals must be submitted per pound using SF 114A-C (see attached document) and sent electronically via email to Lauren A. Scripps at lauren.a.scripps.civ@army.mil. Proposals are due by 4:00 PM Eastern Standard Time on Friday, May 15, 2026. The award will be made to the responsible bidder whose proposal is most advantageous to the Government, considering price and other factors. Bids will be opened on May 15, 2026, at 4:00 PM Eastern Time.
Eligibility
Bidders must not be under 18 years of age, a Federal Government employee prohibited from purchasing property, or an agent/household member of such an employee. Bidders should also be able to qualify under small business classification criteria (13 CFR § 121.3-9). No bid deposit is required.
Pick-up Information
Pick-up hours at Watervliet Arsenal are Monday-Thursday, 7:30 AM - 3:00 PM EST, and every other Friday, 7:30 AM - 2:00 PM EST. Contractors should call the Property Disposal Specialist at 518-949-6262 in advance for Friday pick-ups or during federal holidays to confirm Arsenal operating hours.
