Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for a Multiple Award Blanket Purchase Agreement (BPA) for unleaded (non-ethanol) and clear diesel fuel. The requirement is for the San Luis National Wildlife Refuge Complex and other associated refuges. The solicitation is issued as a Request for Quotation (RFQ).

• Product: Clear ultra-low sulfur #2 diesel and unleaded regular gasoline (non-ethanol).

• Delivery: On-call delivery within 1 day of notification.

• Fuel Standards: Must comply with current National Fuel Quality Standards and ASTM fuel quality standards.

• Delivery Locations: San Luis NWR, Blue Goose Fire Cache, Merced NWR, and San Joaquin River NWR. Vendors must be within 60 miles of these locations.

• Government Furnished Equipment: Above-ground holding tanks will be provided.

• Pricing: Contractors will quote a mark-up price per gallon over the OPIS (Oil Price Information Service) rack price on the day of delivery. Prices must include all costs for transportation, margin, applicable taxes, and fees.

• Contract Type: Multiple Award Firm-Fixed Price BPAs.

• Period of Performance: 10-year period.

• Purchase Limitation (per call): Not to exceed $60,000.00.

• Authorized Limit (ceiling): $950,000.00 shared across all awarded BPAs over the ten-year life.

• This is a full and open competition, small business set-aside.

• The government intends to award up to three BPAs.

• Offerors must provide a cover letter, completed SF 18, Quote Schedule, SAM UEI, SAM registration print-out, address of fuel station, and subcontractor information if applicable.

• Delivery tickets are required for all deliveries.

• Payment will be processed through the Invoice Processing Platform (IPP).

• Technical Acceptability: Requires the offeror to be located within 60 miles of the delivery locations and demonstrate the ability to deliver within a one-day timeframe. Past performance will be reviewed via CPARS/FAPIIS.

• Set-Aside: Full and open competition, small business set-aside.

• Award: The government intends to award multiple BPAs to technically acceptable offerors with fair and reasonable prices. At least one small business award is anticipated.

• The document includes numerous FAR clauses and provisions related to contract terms, conditions, representations, and certifications.

• Standard Form 18 (Request for Quotation) must be completed.

• Offerors must provide SAM registration information and details about their fuel station location.
