Sanitary Survey in FY2026 at All Honshu Installations

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and other services to perform sanitary surveys for ten (10) Drinking Water Systems across nine (9) U.S. Army Garrison Japan installations.

• Conduct onsite inspections of water sources, treatment, distribution systems, finished water storage, and pumping facilities.

• Evaluate monitoring and reporting data, system management and operation, and compliance with operator requirements.

• Ensure compliance with Japan Environmental Governing Standards (JEGS), Army Regulation 200-1, and Technical Bulletin MED 576.

• Perform a preliminary study reviewing existing documents and records from October 2021 through March 2026.

• Conduct field surveys covering ten areas: water sources, treatment, finished water storage, distribution systems, pumps/facilities, monitoring/reporting, system management, compliance, security, and financial capacities.

• The survey will cover water systems in the Kanto region (5 installations) and Hiroshima region (4 installations).

• Surveys must identify deficiencies that could adversely impact public health.

• Compliance with JEGS and other applicable requirements.

• Field surveys are scheduled for five consecutive days per region (Kanto and Hiroshima).

• The PWS covers the period from October 2021 through March 2026 for record review.

• Contractor personnel must be recognizable and identifiable.

• The primary contractor must have a minimum of three years of experience with drinking water system surveys.

• Field survey inspectors must be Professional Engineers (PE) licensed in the U.S. with at least five years of experience in sanitary surveys at U.S. Military Installations.

• Compliance with security requirements, including installation base passes and identification.

• Adherence to environmental regulations, hazardous material handling, and disposal of materials.

• Provide a commercial warranty for services.

• Conduct onsite inspections of water sources, treatment, distribution systems, finished water storage, pumping facilities, and controls.

• Evaluate monitoring and reporting data, system management and operation, and compliance with operator requirements.

• Identify deficiencies that might adversely impact public health from water supply.

• Perform a preliminary study involving review and evaluation of pertinent documents and records (e.g., distribution system plans, water facilities inventory, maintenance records, water quality data, previous assessment findings, operator certifications) from October 2021 through March 2026.

• Conduct field surveys evaluating ten areas: water sources, treatment, finished water storage, distribution systems, pumps/pump facilities and controls, monitoring/reporting/data verification, system management/operations, compliance with JEGS and other applicable requirements, security, and financial capacities.

• The survey will cover water systems in the Kanto region (5 installations) and Hiroshima region (4 installations).

• Surveys must be compliant with Japan Environmental Governing Standards (JEGS), Army Regulation 200-1, and Technical Bulletin MED 576.

• Findings will be classified as Significant, Moderate, or Minor.

• Recommendations for corrective action will be provided.

• The PWS covers the FY2026 period.

• Surveys will be conducted at all Honshu installations.

• Field surveys are scheduled for five consecutive days at each region (Kanto and Hiroshima).

• Contractor personnel must be recognizable and possess appropriate identification.

• Contractor must have a minimum of three (3) experiences with similar contracts within the last three years.

• Field survey inspectors must be Professional Engineers (PE) licensed in the U.S. with at least five (5) successful experiences in sanitary surveys at U.S. Military Installations or local municipalities.

• Contractor must comply with all relevant security, safety, environmental, and hazardous materials handling regulations.

• Contractor must provide a quality control program.

• Contractor must provide a contract manager and alternate with full authority.

• Contractor must provide a roster of all personnel.

• Contractor must provide specific deliverables including finding lists, draft survey reports, and final survey reports by specified due dates.
