• Incumbent Information: The Government confirmed there is no incumbent contractor for these services.
• Post-Award Submittals: No additional post-award submittals are required beyond those explicitly stated in the SOW.
• Surface Preparation Standards: For Tank #2, the requirement for removing loose and flaking epoxy paint using hand tools is to address grease removal. Only paint that is already loose and flaking should be removed; adhered paint is not to be disturbed. The 100 to 400 sq ft is an estimate.
• Waste Holding Time Limit: The 1-hour restriction for waste product and wastewater storage applies to intermediate staging containers left on the pier or ship, not to the Contractor's vacuum/pump trucks actively extracting waste before departing.
• Tank Access and Interferences: For Sanitary Tank #2 (Base CLIN 0001), only San 2 is authorized to be worked per the AWP. Any interferences to access San 2 will be handled by the Government.

These clarifications do not appear to alter the overall requirements or submission deadlines of the solicitation but provide necessary detail for bidders to accurately estimate scope and approach.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to perform cleaning and sanitizing of Sanitary Tank #2, with options for Tanks #1 and #3, aboard a US Submarine at Naval Base Point Loma (NBPL), San Diego, CA. This announcement constitutes the only solicitation; proposals are requested, and a written solicitation will not be issued.

• Cleaning and sanitizing of Sanitary Tank #2.

• Contractor is responsible for providing all equipment, utilities, and services for tank cleaning, except for fresh water, compressed air, electrical power, and rigging services/equipment provided by the Government.
