Statement of Work (SOW) / Performance Work Statement (PWS)

To provide sanitation and refuse services for the Shepard Point Oil Spill Response Center construction project, supporting rotational units with subsistence and raw food supply.

• Provide all necessary personnel, equipment, tools, and materials for trash and human waste removal.

• Deliver and set up four (4) portable toilets, one (1) handwashing station, and one (1) 6-yard dumpster.

• Perform weekly sanitation maintenance (pumping, cleaning, restocking) for toilets and handwashing stations.

• Perform weekly refuse extraction for the 6-yard dumpster.

• Ensure units remain serviceable and stocked, not exceeding 75% capacity.

• Remove all provided equipment upon completion of the Period of Performance.

• Ensure the site is left clean and restored to its original condition.

• All portable toilets, handwashing stations, and dumpsters must be received in clean and serviceable condition (98% AQL).

• Weekly sanitation maintenance and refuse extraction must be performed (98% AQL).

• Final removal and site cleanup must ensure the site is free of debris and restored to original condition (100% AQL).

• Operations must adhere to Federal, State of Alaska, and local guidelines.

• Period of Performance: August 1, 2026 – August 29, 2026.

• Place of Performance: U.S. Coast Guard facility, Mile 13 Copper River Highway, Cordova, Alaska.

• Hours of Operation: 0900 - 1700, Monday through Friday, excluding recognized US holidays.

• Telework is not authorized.

• Contractor must designate a Contract Manager (CM) with full authority.

• Adherence to zero-tolerance policy regarding trafficking in persons.

• Avoidance of Organizational Conflicts of Interest (OCI).

• Invoicing to be submitted via Wide Area Workflow (WAWF) system.

• Applicable publications and forms are listed, including FAR, DFARS, HSPD-12, and forms like I-9, DD 441, and DD 250.

This solicitation is for the rental of portable toilets, a six-yard dumpster, and a handwashing station, along with weekly sanitation servicing, maintenance, and waste disposal. The services are required for annual training at the U.S. Coast Guard Facility located at Mile 13 Copper River Highway, Cordova, Alaska.

• Item 0001: Four (4) Portable Toilets, One (1) Six-Yard Dumpster, and One (1) Handwashing Station.

• Item 0002: Weekly sanitation servicing, maintenance, and waste disposal for rented equipment.

• Servicing/replenishing of supplies to be performed once per week.

• All services must be performed in accordance with the standards in the Performance Work Statement.

• Pricing Arrangement: Firm Fixed Price for both items.
