Statement of Work (SOW) / Performance Work Statement (PWS)

To provide scaffolding and containment services for a 154-foot Fast Response Cutter at the USCG Yard in Baltimore, MD.

• General Requirements: Contractor to provide all personnel, equipment, tools, and supervision. Must comply with OSHA Shipyard standards (29 CFR 1915). Requires submission of enclosure design drawings and a detailed work plan at proposal time. Maintenance and repairs must be performed within 8 hours of notification at no additional cost.

• Government Furnished Items: Crane service (with 24-hour notice), water, compressed air, and electricity (up to 200 amps, 480 volts) will be provided. A designated smoking area may be provided.

• Contractor Furnished Items: All other equipment and services, including material handling for setup, are the contractor's responsibility. Equipment must be maintained to meet all safety requirements.

• Scaffolding/Containment Setup: Requires 100% containment around the vessel using fireproof shrink wrap, including sides and a roof. Scaffolding must be Safway systems type or compatible, erected under supervision, and capable of supporting loads with a safety factor of four. The structure must maintain a constant environment, contain blast media/paint overspray, and prevent intrusion of weather. It must provide 12 inches of clearance from the hull for preparation and painting, with specific clearance requirements for bow, stern, and small boat areas. The structure dimensions are approximately 40 ft wide, 168 ft long, and 55 ft tall. It must be secured to the dock floor using weights, not the ship. Obstacles must be worked around, including a 12-foot opening with doors at the stern.

• Structure Survivability: Must withstand wind gusts up to 60 MPH and 6 inches of wet snow. The shrink wrap roof requires a slope. The structure must contain grit blasting and painting byproducts without modification.

• Structure Access: Ladders required on all corners. Entrance clearance of 8 feet from the gangway. Four double-wide personnel/equipment access doors on each side, plus bow and stern doors. Openings for at least one gangway and one additional egress route.

• Removal: Contractor responsible for disassembly, removal of all equipment, and debris. Liable for any damage during disassembly.

• Scaffolding/Containment Setup: Commence nine calendar days after award, on or around June 6th, 2026.

• Containment Removal: Start on or about August 19th, 2026, and completed by August 21st, 2026.

• Optional Extension: Monthly options for partial takedown or extended containment duration.

• Safety: Hard hats, safety harnesses, and safety glasses required at all times. Compliance with OSHA guidelines and COVID safety practices. Contractor employees require security investigation and potentially RAPIDGate or TWIC card access. No entry into restricted areas.

• Engineering: Requires an engineering drawing stamped by a Professional Engineer for structure survivability (wind/snow loads) upon award. Final inspection by a Professional Engineer required for acceptance. Weekly safety inspections of the enclosure are mandatory.

• Lighting: Provided and mounted by the Government.

• Site Visit: Available upon contractor request.

• Build Plan: Government access to the ship during building/removal unless contractor requests otherwise 72 hours in advance.
