Purpose

This is for informational and planning purposes only and is not a Request for Proposal (RFP).
Scope of Work
The requirement involves the transportation of Department of War-owned bulk jet fuel (F76, JAA, JP5) by tug and barge. Services are needed between all United States ports and points on the Gulf of America, the lower Mississippi River, and their connecting waterways. Operations must comply with U.S. coastwise laws, and contractor-supplied equipment and crews must be available 24/7.
The RFI includes a detailed worksheet with specific questions for potential contractors, covering:
- Organic Capacity: Ability to provide minimum required assets (3 towboats, 6 barges) without relying on the commercial spot market.
- Subcontracting/Teaming: Plans for Small Businesses regarding CTAs, Joint Ventures, or subcontracting.
- Surge Viability: Capability to guarantee a fourth 'On-Call' tow within 15 days.
- Asset Replacement: Maintaining reserve fleet capacity or relying on third-party charters for 24-hour substitute vessel replacement.
- Fleet Cargo History: Cargo history of proposed barges and conversion process for aviation fuel.
