Evaluation Criteria
Award will be based on past performance, with FCI Seagoville prioritizing vendors with a high past performance record, even over lower-priced quotes, in accordance with FAR 13.106-2(4)(ii). Poor past performance, including failure to deliver on time, requests to remove items from purchase orders, or poor quality, may result in a poor rating. Vendors must ensure they can meet delivery dates and should not quote on items they cannot deliver.
Key Delivery Requirements
- Palletization: All deliveries must be palletized unless prior arrangements are made.
- Condition: Items must not be out of date (best by, use by, or expired).
- Temperature Control: Non-frozen perishables (34-41°F), canned goods (above 34°F, not frozen), frozen foods (0°F or below). Products showing signs of prior thawing will be refused.
- Specifications: All items must strictly comply with BOP National Menu Specifications. Contractors are responsible for obtaining and understanding these specifications prior to quoting.
- Inspection: Items will be closely inspected. Receipt may be conditional for up to five business days for examination and testing. Items failing specifications will be refused. Unacceptable items must be picked up by the vendor within one week of noncompliance notification at the vendor's expense, or they will be disposed of.
