Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), intends to negotiate a sole-source contract with the University of Washington (UW) for Seaglider SGX Autonomous Underwater Vehicles (AUV), sensors, and supplies. This action is based on the authority that UW is the only responsible source. Vendors who believe they can provide technically identical equipment must submit a capabilities statement by June 19, 2026.
Purpose
The Pacific Islands Fisheries Science Center (PIFSC), Uncrewed Marine Systems Program, requires additional Seaglider SGX AUVs to expand its existing fleet. These AUVs will provide a versatile, multi-sensor platform for Center-wide research priorities and must be compatible with PIFSC's current infrastructure, piloting software, and specialized payloads.
Scope of Work
The intended contract with UW is for non-personal supplies, including:
- Base Seaglider SGX AUVs.
- Integrated conductivity, temperature, and depth (CTD) sensors.
- Necessary field support equipment.
- Optional specialized oceanographic sensors (e.g., dissolved oxygen, fluorometry) to support fisheries and ecosystem monitoring.
Contract & Timeline
- Type: Notice of Intent to Negotiate a Sole-Source Contract
- Authority: FAR 6.103-1 and 41 USC 3304(a)(1) (only one responsible source)
- Duration: One (1) Base Year and two (2) 1-year Option Periods
- Set-Aside: Not applicable (sole-source intent)
- Response Due: June 19, 2026, 2:30 P.M. Pacific Standard Time
- Published: June 4, 2026
Response Requirements
Vendors who believe they can meet this requirement must submit a written affirmative response within fifteen (15) calendar days from the notice date. This response must demonstrate a comprehensive understanding of the requirement and include a capabilities statement. The capabilities statement must prove the ability to provide equipment that is technically identical to the existing Seaglider SGX fleet operated by PIFSC, ensuring data continuity, use of existing piloting expertise, and integration of proprietary passive acoustic payloads. Failure to submit sufficient documentation may result in the Government proceeding with the sole-source negotiation.
Additional Information
The Government's determination not to open the requirement to competition based on responses is solely at its discretion. Responses should be emailed to Contract Specialist Jamie Abu Shakrah (Jamie.AbuShakrah@noaa.gov) and Contracting Officer Carina Topasna (Carina.Topasna@noaa.gov).
