Statement of Work (SOW) / Performance Work Statement (PWS)

To replace existing patient lifts in patient care rooms and bathrooms at the VA Puget Sound Health Care System (VAPSHCS) Seattle Medical Center, as the current equipment is outdated, beyond economical repair, and does not meet current hospital codes and standards.

• Provide design, procurement, delivery, project management, and installation services for a new overhead patient lift system.

• Ensure the lift system covers all patient care rooms and provides maximum coverage in 2-West patient bathrooms.

• Remove existing ceiling lift equipment.

• Obtain third-party structural engineer verification for the design.

• Ensure equipment is manufacturer safety certified after installation.

• Provide basic troubleshooting training for VAPSHCS Healthcare Technology Management staff.

• Work will be performed in phases, installing 1-3 rooms at a time, not exceeding 4 rooms concurrently, while units remain active inpatient areas.

• Contractor is responsible for coordinating all products and services from manufacturer to final acceptance.

• Only specified products matching salient characteristics are to be provided.

• Maintenance manuals must be supplied.

• Equipment must meet specifications in Attachment A (Salient Characteristics).

• Systems must be engineered with a weight rating of 825 lbs.

• All products and components must be new.

• Warranty must be a minimum of three years from the date of acceptance, covering parts, materials, installation, and travel for replacements.

• Installation must comply with Federal, State, local safety and fire regulations, NFPA 13, NFPA 99, and NFPA 70.

• All Contractor personnel must have OSHA 10-hour construction safety training.

• Installation timeframe to be pre-scheduled between 8:00 AM – 4:00 PM, excluding Government holidays, unless otherwise approved.

• Delivery and installation at VA Puget Sound Healthcare System, 1660 S Columbian Way, Seattle, WA 98108, Bldg. 100 Warehouse.

• No on-site storage is available at the Seattle campus.

• Phased installation approach requiring approval of the phasing plan by COR and service line.

• Contractor must coordinate deliveries and installations, with installations pre-scheduled at least 2 weeks in advance.

• Contractor's installation team must be present at each delivery to offload equipment; facility staff will not assist.

• Installation team must maintain a professional appearance and demeanor, be uniformly dressed with company identification.

• Installers must be certified, insured, and comply with facility requirements.

• Contractor must provide an ICRA plan for VA review and approval.

• Efforts to minimize noise during installation must be stated.

• Contractor must provide drawings indicating any ceiling fixtures requiring movement and how their product attaches to the VA structural deck, subject to VA Facilities Maintenance approval.

• Contractor must coordinate with COR and M&O for access to building systems.

• Maintain a clean job site and properly store materials.

• Divert specific waste categories from landfills.

• Correct deficiencies and punch list items within ten (10) business days (or thirty (30) calendar days for non-stock items).

• Completed systems require load testing prior to acceptance.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for the removal and replacement of patient lifts at the Seattle VA Medical Center. The government anticipates awarding a firm-fixed-price supply order.

• Patient Ceiling Lift Systems: The core requirement involves supplying and installing various configurations of 825lb and 605lb GH3+ patient ceiling lift systems across multiple departments (Emergency Department, Community Living Center, Oncology, Med Surg, SCI, Radiology). This includes design, installation, hanger bar, and clinical training.

• Specific Configurations: Detailed line items specify quantities and configurations for different areas, including straight rails, room covering systems with scales, and systems with trainer modules and positioning locks.

• Removals: Removal of existing systems is required (146 units).

• Slings: Supply of slings compatible with the lift systems (146 units).

• Salient Characteristics: Lifts must meet specific performance criteria including lifting speed, load capacity (825lb/605lb), internal scale with LCD hand control display, seamless rail transition, continuous AC charging, minimum 10-year lifespan, UL certification, and a minimum three-year warranty. Slings must be compatible, offer a range of sizes, and meet ISO 10535 requirements.

• Contract Type: Firm-fixed-price supply order.

• Delivery: FOB Destination, no later than 180 days after receipt of order (ARO).

• Warranty: Minimum three (3) years on lift units.

• Submission Deadline: July 16, 2026, 10:00 AM Pacific Time.

• Submission Method: Electronic via email to Denise.Patches@va.gov. Email size limit is 5MB; multiple emails are allowed.

• Evaluation Factors: Adherence to technical requirements (SOW and Salient Characteristics) is more important than price. Other factors include Offeror's authorization from OEM, meeting salient characteristics, and price. Past performance will also be evaluated.

• Brand Name or Equal (BNOE): Guldmann manufacturer part numbers are for reference; Brand Name or Equal will be considered.

• Nonmanufacturer Rule: Applies.

• Trade Agreements: One or more items are subject to WTO GPA and Free Trade Agreements.

• OEM Authorization: Offerors must provide a signed authorization letter from the OEM.

• All or Nothing: Award will be made on an All or Nothing basis.

• This solicitation is issued as an RFQ and incorporates provisions and clauses effective through FAC 2026-01.

• Gray market items and remanufactured goods are not acceptable.

• Offerors must confirm OEM authorization for parts and installation, and provide documentation of personnel training.

• All required submissions must be included for consideration.
