Secure radio storage locker and RFID tracking

This is a Combined Synopsis/Solicitation (RFQ) for the procurement of a secure storage locker and RFID tracking system for Motorola handheld radios to be installed onboard the NOAA Vessel Bell M. Shimada. The National Oceanic Atmospheric Administration (NOAA), Office of Marine & Aviation Operations (OMAO), Marine Operation Center (MOC) requires this equipment.

• A secure storage locker and RFID tracking system for Motorola handheld radios.

• The storage locker must have overall dimensions less than 40 inches wide, 12 inches deep, and 70 inches tall.

• It must include 40 individual radio compartments, sized to fit a Motorola R7 handheld radio and charger.

• Each compartment requires an RFID tag.

• The system must use PIN codes assigned to individuals for access and operate standalone.

• The system should be capable of using RFID to track radio locations and user history.

• Installation, commissioning, testing of lockers, and training for vessel personnel are required.

• Products must meet Buy American-Supplies requirements; verification of country of manufacture is needed.

• Contract Type: Firm-fixed-price.

• Period of Performance: Delivery is due no later than 09/14/2026.

• Evaluation Criteria: Quotes will be evaluated based on price and past performance. Past performance evaluation will consider at least two references for similar jobs performed within the past three years.

• Questions Deadline: Questions must be submitted in writing via email to isaac.bright@noaa.gov by 05/01/2026 at 12:00 PDT.

• This solicitation is a total small business set-aside.

• Offerors must be registered in the System for Award Management (SAM.gov).

• The associated NAICS code is 337215 with a size standard of 500 employees.

• All offered products must meet Buy American-Supplies requirements.

• The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2026-07.

This document is a Past Performance Questionnaire used to gather feedback on a contractor's performance for a specific contract. It is intended to be completed by a party familiar with the contractor's work.

This questionnaire is to be completed and sent to Isaac Bright at isaac.bright@noaa.gov no later than 05/13/2026 at 1600 PST. It is a critical component for evaluating past performance, which is often a significant factor in source selection for government contracts. Bidders should ensure their past performance is accurately and favorably represented through this questionnaire.

Statement of Need (SON)

To provide a secure storage locker system with RFID tracking capabilities for Motorola handheld radios.

• The locker system must have overall dimensions less than 40 inches wide, 12 inches deep, and 70 inches tall.
• It must include 40 individual radio compartments.
• Each compartment must be sized to fit a Motorola R7 handheld radio and charger.
• Each compartment must have an integrated RFID system.
• 40 individual RFID tags are required.
• The system will utilize PIN codes for individual compartment access and will be standalone (no software required).
• The RFID system must be capable of tracking which radios are in each box and the history of users who checked radios out.
• Installation, commissioning, testing of lockers, and training for vessel personnel are required.

Delivery is required no later than September 14, 2026.
