The scope includes the installation of a new security camera system comprising 19 cameras (including 2MP mini-dome, 2MP indoor dome, 5MP indoor dome, and 8MP fisheye dome types), a 1-year Avigilon Smart Plan license channel, and all necessary equipment, cables, materials, housings, and brackets. The system must integrate with the existing Avigilon Version 8 (Unity) software and utilize Avigilon Smart Licenses. Video analytics are not required.

Submission & Evaluation
Offerors must submit quotations electronically to jessica.pacheco@usda.gov. Submissions must include pricing, SAM UEI, acknowledgment of amendments (SF-30), active SAM.gov registration, and a technical package detailing company capability, technical, and management approach.
Award will be made to the offeror representing the best value to the Government, based on:
- Price: Fair and reasonable.
- Technical Acceptability: Proposals must offer the exact brand name, make, and model specified. Alternate, substitute, or "equal" products will be deemed technically unacceptable. Products must be new, include documentation, and meet delivery requirements.
- Past Performance: Evaluated as Acceptable, Neutral, or Unacceptable. The evaluation method involves assessing the lowest priced offer first for technical capability, continuing until the lowest priced, technically acceptable offer with acceptable or neutral past performance is identified.
