Solicitation / RFP / RFQ

This solicitation is for the maintenance and repair of security equipment, specifically one (1) message board trailer, one (1) K9 Hauler S8 trailer, and one (1) light tower. The services are to be performed at Naval Station Mayport.

• Preventive Maintenance (PM) services for the specified equipment on a quarterly schedule.

• Repairs to the equipment as required.

• All services must be performed in accordance with the Statement of Work (SOW).

• The contract type is Firm Fixed Price.

• The period of performance for the base item (0001) is from May 1, 2026, to April 30, 2027.

• Option Line Items extend the period of performance annually through April 30, 2031.

• The North American Industry Classification Standard (NAICS) code is 811310, with a size standard of USD 12,500,000.00.

• Offers are due by April 3, 2026, at 10:00 AM local time.

• Quotes must be submitted in PDF format by volume (Price Submission and Technical Responsibility).

• Evaluation will be based on Price and Technical Capability, using a Lowest Price Technically Acceptable (LPTA) source selection method.

• Quotes must meet minimum performance requirements to be considered technically acceptable.

• Failure to provide all required documentation or to meet requirements may result in a non-responsive quote.

• This acquisition is set aside for Small Business.

• The solicitation includes various FAR and DFARS clauses, including those related to electronic submission of payment requests (WAWF), contract administration, and representations and certifications.

• Contractors will require a Common Access Card (CAC) and may need background investigations for access to facilities and IT systems.

Statement of Work (SOW)

To perform preventative maintenance and repairs on one Message Board (Trailer), one K9 Hauler S8 (Trailer), and one Wacker Neuson LTT6 light tower, four times per year. This includes unlimited technical support, detailed inspection reports, and all necessary parts for repairs. The contractor must also respond to emergency calls within 72 hours.

Message Board (Trailer):

• Replace batteries and repair the solar charging system.
• Perform battery maintenance/service/inspection.
• Perform preventative maintenance/service/inspection of electrical components, lights, wiring, solar panels, switches, capacitors, fuses, and relays.
• Inspect and maintain trailer support structures, frames, axles, hubs, bearings, tires, leaf springs, suspension, and seals.
• Location: NS Mayport Florida, Bldg. 1854

K-9 Hauler Trailer:

• Inspect and repair, and install a new solar charging system.
• Perform maintenance/service/inspection for the battery and auxiliary generator.
• Inspect and maintain trailer support structures, frames, axles, hubs, bearings, tires, leaf springs, suspension, and seals.
• Location: NS Mayport Florida, Bldg. 1348

Light Tower:

• Replace batteries and repair the digital controller, Kohler liquid-cooled diesel engine, and brushless generator.
• Perform engine maintenance (oil, filters) per Kohler manual.
• Inspect generator and electrical connections.
• Clean and lubricate mast and tower components; inspect cable.
• Inspect LED lights and clean diffusers if applicable.
• General inspections of trailer tires and hitch.
