Statement of Work (SOW)

The United States Section of the International Boundary and Water Commission (USIBWC) requires comprehensive security system and equipment maintenance, repair, and replacement services for its Lower Rio Grande Valley (LRGV) facilities, specifically the Mercedes Field Office, Anzalduas Dam, and Retamal Dam.

The contractor will provide all necessary labor, materials, equipment, and expertise for the maintenance, repair, and like-for-like replacement of security system components. This includes, but is not limited to:

• Physical Access Control Systems (PACS)
• Closed-Circuit Television (CCTV)
• Network Video Recorders (NVR)
• Intrusion Detection Systems (IDS)
• CCURE 9000 Security Management System (SMS)

Key responsibilities include:

• Troubleshooting and repairing failed components.
• Ensuring CCURE 9000 software and integrations are updated.
• Maintaining all required licenses.
• Providing loaner equipment to ensure operational continuity.
• Performing annual inspections and site surveys upon request.
• Responding on-site within eight (8) hours of notification.

Services will be performed at the Mercedes Field Office (Mercedes, Texas), Anzalduas Dam (Mission, Texas), and Retamal Dam (near McAllen, Texas). Facility hours are Monday-Friday, 7:00 a.m. to 5:00 p.m. (CT), excluding federal holidays. The contractor must be available 24/7 for response.

• Contractor personnel must be U.S. persons and comply with PIV procedures.

• A Quality Control (QC) Plan is required.

• The requirement is subject to the Service Contract Labor Standards (SCLS).

• Cybersecurity requirements include applying security patches within 30 days of vendor release and complying with federal prohibitions on covered foreign technologies.
