Submission & Evaluation
Proposals must be submitted electronically via the AOC's Secure File Transfer Site, Kiteworks. Offerors are strongly encouraged to request Kiteworks access as soon as possible, which requires a completed Non-Disclosure Agreement (Attachment J.22). Proposals will be evaluated based on the following factors, in descending order of importance: Operational Plans and Proposed Services, Organizational Capabilities and Personnel Plan, Past Performance, Oral Presentations and Site Visits (if conducted), and Completed Section B Pricing Schedules and Financial Projections. Proposals rating below "Acceptable" for the first, second, and fourth factors will not be eligible for award.
