This document outlines the specifications for one (1) fully assembled, operational Vacuum Septic Truck to be supplied to Bryce Canyon National Park. The vehicle must be suitable for sustained operation in mountainous climates and rugged terrain. This is a supply-only requirement.

• Vehicle Type: Vacuum Septic Truck

• Chassis: Mack Granite 6x4 severe-service chassis or equivalent, with a minimum 450 HP diesel engine, 10-14 gear transmission, 6x4 configuration, and minimum 64,000 lbs GVWR.

• Tank: 4,250-gallon minimum capacity aluminum vacuum tank, with separate compartments for waste (minimum 3,250 gallons) and fresh water (minimum 1,000 gallons). Must be ASME-rated.

• Vacuum System: PTO-driven, capable of 940 CFM @ 4500 RPM and 15 PSI at full vacuum, with a 4" inlet/outlet. Oil-less operation required.

• Plumbing & Valves: Minimum 4" discharge, minimum 3" intake (front and rear), and minimum 3" fresh water fill. Brass or stainless-steel ball valves required.

• Safety: DOT-compliant lighting, backup alarm, LED work lights, manways with secure covers, ladder access, sight glasses, hose trays, adjustable rear bumper, and tool storage.

• Compliance: Must meet or exceed all applicable federal and state requirements including DOT, FMVSS, EPA, OSHA, and ASME-rated tank construction.

• Contract Type: Firm Fixed Price.

• Period of Performance: 180 calendar days after contract award effective date.

• Delivery: FOB Destination to Bryce Canyon National Park, 3200 S Hwy 63 Maintenance Yard, Bryce, UT 84764.

• Submittals: Offerors must submit company information, point of contact, detailed chassis and tank/vacuum system descriptions, warranty details, estimated production/delivery timeline, itemized pricing, and product literature/specification sheets.

• Award Basis: Award will be made as ONE LOT based on the total amount listed on the Price Schedule.

• This is a "Brand Name or "Or Equal"" requirement for both the chassis and the vacuum/drive system, allowing vendors to propose equivalent models that meet or exceed specifications.

• Vendors must contact the park one week prior to delivery to make arrangements.

• The truck must be delivered fully operational and ready for immediate use.

• A minimum one-year warranty on the tank and body is required, along with the manufacturer's standard chassis warranty.

This document is a combined synopsis/solicitation (Request for Quote - RFQ) for Septic Pump Truck supplies for Bryce Canyon National Park (BRCA). It constitutes the only solicitation, and a separate written solicitation will not be issued. The acquisition is a 100% total small business set-aside.

• The primary deliverable is one (1) Septic Pump Truck.

• The truck must meet the specifications and supporting documents attached to this solicitation.

• The contractor shall furnish all labor, materials, and equipment necessary to provide the Septic Pump Truck supplies.

• The contract awarded will be a firm-fixed price commercial contract.

• The anticipated award date is within 45 days of receiving offers.

• Quotes are due by June 4, 2026, at 12 PM ED.

• Questions regarding the solicitation will be accepted until May 28, 2026, at 12 PM ED.

• Evaluation will be based on price, technical capability, and prior performance.

• Quotes will be evaluated incrementally starting with the lowest priced quotes.

• Offerors must obtain a Unique Entity Identifier (UEI) and be registered in the System for Award Management (SAM) as an active small business at the time of quote submission, award, and throughout contract performance.

• Attached documents include a Price Schedule and Specifications.

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).
