Performance Work Statement (PWS)

To provide maintenance and repair services for environmental systems (temperature and humidity) at the U.S. Army TMDE Activity (USATA) Support Center, Tobyhanna Army Depot. These systems are critical for the calibration and repair of sensitive scientific equipment.

• Replace existing Temp/Humidity Controllers in three labs with PLC Controllers.

• House PLC controllers in new 24x24 NEMA Enclosures.

• Provide a new standalone PC with VT SCADA for monitoring, trending, and data storage.

• Program PLCs to match existing temperature/humidity control.

• Install new control panels and interface with existing equipment.

• Perform startup and training for the new control system.

• Written summary of overall laboratory conditions, including deficiencies and recommended repairs.

• Record of laboratory environmental certification.

On-site services will be provided during normal business hours (0730 – 1630), Monday through Friday, excluding weekends and holidays, as scheduled with the government point of contact.

This RFI is issued by the U.S. Army Contracting Command-Redstone for market research purposes to identify potential sources capable of providing maintenance and repair services for laboratory environment systems at the TMDE Support Center, Tobyhanna Army Depot, PA. This RFI does not constitute a solicitation and no contract will be awarded from this notice.

The primary requirement involves the maintenance and repair of environmental systems, specifically including:

• Replacement of existing Temp/Humidity Controllers in three labs with PLC Controllers.

• Housing PLC controllers in new 24x24 NEMA Enclosures.

• Providing a standalone PC with VT SCADA for monitoring, trending, and data storage.
