Quick Summary
The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) is extending an existing task order for Systems Engineering and Technical Assistance (SETA) support for Artificial Intelligence/Machine Learning (AI/ML) efforts. This is a sole-source modification to the incumbent contractor, Noblis, Inc., to prevent a gap in critical services while a recompete of the requirement is finalized. The extension is for eight months, through February 2, 2027.
Scope of Work
This extension provides critical scientific and technical expertise, analysis, program coordination, and execution for the Office of Mission and Capability Support (MCS) and the Program Executive Office for Drones and Countering Unmanned Aerial Systems (PEO CUAS). Support includes facilitating technology transition, driving operational success, and supporting major events such as the 2026 FIFA World Cup and America 250 celebrations. Specific activities involve test and evaluation of various technologies (e.g., canine detection, counter-UAS, biometric systems, air purifiers), development of operational plans, and support for border security and surveillance projects.

Justification & Future Plans
This is a Justification and Approval for Other Than Full and Open Competition (JOFOC), not a solicitation. The sole-source extension is based on the incumbent's unique qualifications and the need to avoid mission impact due to critical ongoing projects and upcoming events. A recompete of the task order is being pursued through GSA OASIS+, with market research ongoing. The recompete is anticipated to be awarded by the end of calendar year 2026, with a transition in early 2027. The recompete is intended to be openly competed, with consideration for all types of offerors, including small businesses.
