This notice is a Public Announcement Request for SF330 Qualifications only, issued by the Department of the Interior (DOI) on behalf of the U.S. Fish and Wildlife Service (FWS). It seeks Architect-Engineer (A-E) qualifications for professional cadastral land surveying services associated with Moody National Wildlife Refuge in Chambers County, Texas. • Professional cadastral land surveying services for boundary retracement, dependent resurvey, monument recovery and establishment, and refuge boundary posting of approximately 3,534.8 acres.

• Services support federal land acquisition activities.

• Required services include boundary research and analysis, title commitments, exception documents, adjoiner deeds, and historical survey evidence.

• Field activities include GPS/state plane survey control, boundary evidence recovery/verification, corner monumentation/restoration, refuge boundary sign posting, and tying of fences, roads, utilities, etc.

• Anticipated deliverables include signed and sealed Record of Survey plats, legal descriptions for land acquisition, digital survey drawing files, coordinate and monumentation data, boundary posting documentation, field notes, and photographic documentation.

• Contract Type: Firm-Fixed-Price (FFP)

• Period of Performance: Approximately 210 calendar days after Notice to Proceed (NTP).

• Evaluation Criteria (in descending order of importance):

  1. Specialized Experience (cadastral boundary retracement, resurveying, monumentation, Record of Survey prep, federal/state/large agency work)
  2. Relevant Project Experience (comparable size/complexity, land acquisition, challenging conditions, multiple landowners)
  3. Key Personnel Qualifications (licensed surveyor, cadastral experience, field operations supervision, state licensure)
  4. Past Performance (quality, schedule adherence, responsiveness)
  5. Understanding of Local Conditions (complex deed systems, coastal/marsh conditions, regional deed research)

• This acquisition is conducted as a Total 100% Small Business Set-Aside.

• Firms must be registered in the System for Award Management (SAM).

• Submit a cover letter, SAM Entity Overview Print Out, Standard Form 330 (Parts I & II), and a list of licensed professionals with expiration dates.

• Price proposals are not requested at this stage.

• The Government reserves the right to cancel, revise, or not make an award.
