Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a comprehensive Catholic Religious Education (RE) Program, coordinating with the Catholic Chaplain to develop and implement programs, goals, policies, and procedures for all RE events for children and adults. This includes Catechist training, Sacramental programs, and seasonal events.

• Develop and track a 10-month calendar of RE events (September-June) and teacher training sessions (July-August).

• Assist in the organization of Sacramental Programs, including Confirmation and First Communion retreats, and coordinating bishop visits.

• Coordinate and provide a 4-5 day Catholic Camp between June-August.

• Perform administrative tasks such as preparing publicity, requesting curriculum/supplies, updating REC continuity, assessing event effectiveness, developing annual RE calendars, and coordinating budget requirements.

• Track monthly attendance and provide data to Chapel staff.

• Submit facility use requests for RE events.

• Inventory, stock, and maintain RE program materials quarterly.

• Programs must conform to the United States Conference of Catholic Bishops (USCCB) Conformity List.

• Catechists must meet AMS certification standards and complete background checks and child protection training.

• Contractor must be present for a minimum of 2 hours during all RE classes (9:00 am - 7:00 pm EST) on RE Sundays.

• RE programs/events must begin and end on time.

• Primary place of performance is building 912 at Shaw AFB, SC.

• Education opportunities primarily at the Spratt Education Center Building 501 or other designated buildings.

• Occasional travel away from the normal place of performance may be required.

• Contractor will be authorized travel for meetings, conferences, and training, potentially involving 1 traveler and 2 trips not exceeding five days per trip annually.

• Qualifications: Bachelor's degree in education and/or minimum of two years' experience as a Director/Coordinator of Religious Education. Must be a practicing Roman Catholic in good standing with the Church. Must meet AMS requirements for catechetical leadership and certification.

• Skills: Knowledge of military protocol, proficiency in Microsoft Office, strong written/verbal English, ability to work independently in a dynamic environment, maintain healthy interpersonal relationships, and collaborate effectively.

• Background/Security: No history of domestic violence, assault, or crimes against children. A favorable criminal history background check is required upon award. All catechists must also complete favorable background checks.

• Access: Contractor personnel will receive a Common Access Card (CAC) for network access. Must complete annual Information Assurance Awareness Program (IAAP) Training and Certification.

• Compliance: Must comply with DoD 5400-7-R (FOUO), Air Force Policy Directive 52-1, and relevant Air Force Instructions.

• Prohibitions: Prohibited from possessing weapons, firearms, or ammunition on base. Prohibited from reproducing material in violation of copyright laws.

• Property: Contractor must provide own transportation. Government will provide computer, telephone, copy machine, fax machine, ecclesiastical equipment, baby grand piano, missals, hymnals, and bulletins.

• Safety: Must be aware of local safety requirements and protect persons and government property.
