Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for an indefinite delivery, indefinite quantity (IDIQ) contract for the production and delivery of specialized corrugated fiberboard shipping boxes and inserts. These are intended for use by the USDA, Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) in Waimanalo, Hawaii, for emergency and preventative Medfly Projects.

• Product: Corrugated fiberboard containers and various types of pads (liners, separators, scored pads) designed for shipping fruit flies.

• Components: Each complete box requires one shipper, one liner, two scored pads, two level stands, two level separators, and one top level separator. All components must be interchangeable.

• Specifications: Detailed specifications are provided for each item, including type, class, variety, grade, dimensions, printing requirements (DAYGLO Hot Pink ink for specific text on the shipper), and packaging.

• Delivery: FOB Destination. Delivery is to the Hawaii Fruit Fly Facility in Waimanalo, HI. Deliveries require appointments and must be made before noon.

• Quality: Components must meet or exceed specifications outlined in Section B.

• Sample Submission: A complete sample box, representative of future production, must be submitted for government testing and verification by April 10, 2026.

• Marking: Contract number and specific agency information must be marked on all deliverable items.

• Period: Contract award through five (5) years.

• Place of Performance: USDA, APHIS, PPQ, Hawaii Fruit Fly Facility, Waimanalo, HI.

• Contract Type: Firm fixed price IDIQ.

• Pricing: Must include all costs for supply and delivery, FOB Destination. A completed pricing schedule is required.

• Past Performance: Submission of information on two relevant contracts completed within the last five years is required.

• Technical Capability: Information on the company's technical capability to meet requirements must be submitted.

• DEI Certification: Offerors must certify compliance with anti-discrimination laws and specific DEI-related executive orders.

• Protest Procedures: Information on filing agency protests with the USDA Ombudsman Program is provided.

Solicitation / RFP / RFQ

This solicitation is for a firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) commercial supply contract for fruit fly shipping containers and related corrugated fiberboard components. The contract will be awarded to a responsible quoter whose quotation represents the Best Value to the Government, evaluated in accordance with FAR Part 12.

The contract requires the supply of specific corrugated fiberboard components for fruit fly shippers. Each complete box assembly consists of:

• 1 Fruit Fly Shipper (corrugated fiberboard container, double wall, full overlap, specific dimensions, printed in DAYGLO Hot Pink ink)
• 1 Fruit Fly Shipper Liner (corrugated fiberboard pad)
• 2 Fruit Fly Scored Pads (corrugated fiberboard pad)
• 2 Level Stands (corrugated fiberboard pad)
• 2 Level Separators (corrugated fiberboard pad)
• 1 Top Level Separator (corrugated fiberboard pad)

Detailed specifications for each component, including material type, dimensions, scoring, and packaging, are provided.

• Contract Type: Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ)

• Period of Performance: Award Date through five (5) years, divided into five (5) ordering periods of 12 months each.

• Estimated Quantities: Provided for each item across the ordering periods (e.g., 5,000 units of Fruit Fly Shipper per year).

• Delivery: FOB Destination to USDA, APHIS, PPQ, Hawaii Fruit Fly Facility, Waimanalo, HI. Deliveries are by appointment only before noon.

• Submission Deadline: Quotes must be received no later than 1:00 PM EST on April 17, 2026.

• Submission Method: Via email to linda.w.washington@usda.gov.

• Required Documents: Completed pricing schedule, technical capability information, past performance information, list of places of manufacture for items made outside the U.S., Provision 52.204-24 representation, and product samples (as per Section C, 1.6).

• Evaluation Criteria: Best Value, considering price, past performance, and technical capability. The Government will evaluate the contractor's ability to meet agency needs and provide timely supply. Quotes must include pricing for all items.

• Questions: All questions must be submitted via email to Linda W. Washington.

No specific set-aside information is mentioned. The award will be made to a responsible contractor.

• Product samples must be submitted per Section C, 1.6.
• Incomplete quote packages or late submissions may be deemed ineligible for award.
• Quotations including additional terms or alternate pricing schedules will not be considered.

The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) requires shipping boxes and inserts for emergency and preventative Medfly Projects in Waimanalo, Hawaii. Offerors providing "or equal" items must include descriptive literature, drawings, or web references demonstrating compliance with salient characteristics. Failure to provide adequate documentation or meet requirements will result in technical unacceptability.

• Award Type: Firm fixed price indefinite delivery indefinite quantity commercial supply contract.

• Contract Type: Commercial supply contract.

• Evaluation Criteria: Lowest price technically acceptable.

• Price: Include quantity price discounts and prompt payment discounts. Pricing must be provided in the attached spreadsheet "Price Schedule" for the base and all option periods. Offers will be evaluated for fairness and reasonableness.

• Technical Acceptability: Quoted products must meet or exceed all salient characteristics, be clearly identified (brand name or "equal"), include sufficient descriptive literature, and be available for delivery within the specified timeframe.

• Past Performance: Will be evaluated for acceptable or neutral rating.

• Offer Acceptance: Offerors must hold prices firm for 90 calendar days from the receipt date.

• Questions Deadline: April 8, 2026, at 1:00 PM Eastern Standard Time, submitted via email to linda.w.washington@usda.gov.

• Not specified in this document.

• F.O.B. point for all deliverables is Destination, unless F.O.B. Origin is specified with estimated shipping costs.

• The provision at FAR 52.212-2 is not applicable; evaluation is per FAR 12.203.
