Performance Work Statement (PWS)

To provide shuttle bus services transporting employees between the Naval Surface Warfare Center, Carderock Division (NSWCCD) Headquarters in West Bethesda, MD, and the Washington Navy Yard (WNY) in Washington, DC.

• Furnish a vehicle (accommodating at least 15 passengers) and a qualified driver.

• Provide fuel, maintenance, and operating supplies for the vehicle.

• Operate on a regularly scheduled basis, Monday through Friday, excluding Federal holidays.

• Transport employees performing official government business.

• Maintain a dedicated telephone line for communication with the government technical point of contact (TPOC).

• Notify the TPOC of any delays or schedule changes.

• Ensure drivers possess valid licenses, are U.S. Citizens, have appropriate credentials, and a clean driving record (max 2 points).

• Drivers must complete background screening and obtain a DBIDS badge.

• Drivers must adhere to specific uniform and appearance standards.

• Provide a clean and climate-controlled vehicle environment.

• Assist personnel with special needs (e.g., visually impaired, wheelchair users) within 15 feet of the vehicle or destination.

• Vehicle must accommodate fifteen (15) passengers.

• Drivers must meet all Navy, local, state, and national safety and inspection requirements.

• Drivers must possess valid state motor vehicle driver's licenses and appropriate vehicle credentials.

• Drivers must complete background screening within five (5) days of award/NTP.

• Drivers must wear identification badges (DBIDS) at all times.

• Report any instances of reckless driving to the Government Project Manager and investigate.

• Replace drivers involved in more than one incident of reckless driving per calendar year within two (2) working days.

• Remove drivers charged with DUI within 24 hours of knowledge.

• If a vehicle breaks down, a replacement must arrive within one (1) hour.

• Submit a vehicular accident report to the TPOC within 24 hours (immediately if injuries result).

• Maintain vehicular liability and general public liability insurance meeting state minimums.

• Provide proof of insurance within ten (10) days of award and annual updates.

• Maintain a shuttle log of passengers (name, code, locations, times) and submit monthly.

• Service period: One year from the date of mobilization.

• Mobilization: 10 days after award.

• Starting Location: Carderock Division Headquarters, 9500 MacArthur Blvd, West Bethesda, MD (Taylor Blvd, east of Building 2 front steps).

• Destination: Washington Navy Yard (WNY), Washington, DC (pick-up/drop-off outside the Navy Yard gate at Isaac Hull Ave. and "M" Street).

• Contractor personnel must obtain a Defense Biometrics Identification System (DBIDS) badge.

• Contractor is responsible for all insurance costs and potential citations/damages.

• Contractor personnel conduct must not be imputed on the Government; must comply with all local policies (fire, safety, security, etc.).

• Contractor personnel must avoid improper influence, accept of gifts/gratuities, and non-disclosure of sensitive information.

• Contractor personnel must comply with acquisition-related information release regulations.

• Contractor personnel must not conduct political activities on US Navy Facilities.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to establish a firm-fixed-price Blanket Purchase Agreement (BPA) for shuttle services. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award this BPA to a Woman-Owned Small Business (WOSB) set-aside.

• Provide shuttle bus services for employees within a 50-mile radius of the Carderock Division Headquarters.

• Furnish vehicles (accommodating at least 15 passengers), fuel, drivers, and maintenance.

• Drivers must possess valid state driver's licenses, be U.S. Citizens, have appropriate credentials, and a clean driving record.

• Drivers must wear uniforms or appropriate attire and an identification badge (DBIDS).

• Vehicles must have seasonal climate control.

• Provide a dedicated telephone line for communication with the Technical Point of Contact (TPOC).

• Maintain vehicular liability and general public liability insurance.

• Provide daily shuttle logs to the TPOC.

• Contract Type: Firm Fixed Price Blanket Purchase Agreement (BPA).

• Master BPA Limitations: $5,000,000.00.

• Period of Performance: 25 May 2026 - 24 May 2030 (Five (5) Years).

• Evaluation Basis: Lowest Price Technically Acceptable (LPTA).

• Quotes must include all applicable costs and reflect required specifications.

• Quote packages due by 5/18/25 at 8 AM EST.

• Quote packages must include a cover sheet with Official Company Name, Point of Contact (name and phone number), and Cage Code number.

• Business Size Standard: $19,000,000.

• This announcement constitutes the only solicitation; a written solicitation will not be issued.

• The PWS for individual BPA calls will detail specific destinations and periods of performance.

• Deliveries to the Receiving Officer, Bethesda, MD, are Monday-Friday, 0800-1400 local time.
