Sources Sought Notice

This notice is a sources sought to identify potential offerors for market research purposes regarding an upcoming Indefinite-Delivery/Indefinite Quantity (IDIQ) Multiple-Award Construction Contract (MACC) for the Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) at Naval Air Station Sigonella, Sicily, Italy. This notice does not constitute a request for proposal, quote, or bid.

The MACC will be used to execute sustainment, restoration, and modernization (SRM) projects, alterations, demolitions, repairs, Special Projects, Energy Projects, MILCONs, and new construction or expansion of various facility types and real property assets. This includes waterfront, pier, quay, industrial, airfield, aircraft hangar, infrastructure, administrative, training, retail, food service, dormitory, and community support facilities. Projects can be vertical and horizontal construction and will be executed via firm-fixed price (FFP) Design-Bid-Build or Design-Build task orders.

• Contract Type: IDIQ Multiple-Award Construction Contract (MACC)

• Anticipated Award: Q2 of FY27

• Number of Awards: Approximately five contractors

• Contract Term: 36-month base period, one 24-month option period, and three 12-month option periods.

• Minimum Guarantee: $5,000 for the base period.

• Maximum Order Amount: $175 Million total for the MACC.

• Task Order Range: $500,000 to $59,000,000.

• Full and open competition.

• Two-phase design-build selection procedures (FAR Subpart 36.3).

• A single solicitation will cover both phases.

Interested parties should submit a limited capabilities statement describing their experience in performing Design-Bid-Build or Design-Build work of similar size, scope, and magnitude. Include:

• Agency that issued the contract

• Contract number

• Duration of the contract

• Description of work performed

• Total dollar amount or maximum amount of the contract

• No more than two example projects.

• Submission limit: Ten pages.

• Comments on the proposed acquisition strategy are welcome and do not count towards the page limit.

• Both vertical and horizontal construction.

• Contract Term: Base period of 36 months, one 24-month option, and three 12-month options.
