The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) is conducting market research for an upcoming Indefinite-Delivery/Indefinite Quantity (IDIQ) Multiple-Award Construction Contract (MACC). This MACC will support sustainment, restoration, modernization, and new construction projects at Naval Air Station Sigonella, Sicily, Italy, and potentially other locations. This is a Sources Sought notice, not a request for proposals. Responses are due by April 20, 2026, at 2:00 p.m. CEST.
Scope of Work
The MACC will cover a broad range of construction projects, including sustainment, restoration, modernization (SRM), alterations, demolitions, repairs, Special Projects, Energy Projects, MILCONs, and new construction or expansion of various facilities. This encompasses waterfront, pier, quay, industrial, airfield, aircraft hangar, infrastructure, administrative, training, retail, food service, dormitory, and community support facilities. Both vertical and horizontal construction will be required. Projects will be executed through firm-fixed-price (FFP) Design-Bid-Build or Design-Build task orders, or a combination.

- Procurement Method: Full and open competition, utilizing two-phase design-build selection procedures (FAR Subpart 36.3).
- Anticipated Awards: Approximately five contractors.
- Contract Term: A 36-month base period, one 24-month option period, and three 12-month option periods.
- Minimum Guarantee: $5,000 for the base period.
- Maximum Contract Value: The total amount of orders shall not exceed $175 Million.
- Task Order Range: Individual task orders may range from $500,000 to $59,000,000.
- Anticipated Award Date: Q2 of FY27.

Submission Requirements
Interested parties are requested to submit a limited capabilities statement (maximum 10 pages) detailing their experience in Design-Bid-Build or Design-Build work of similar size, scope, and magnitude. Submissions should include:

- Duration of the contract
- Description of work performed
- Total dollar amount or maximum amount of the contract
- No more than two example projects. Comments on the proposed acquisition strategy are welcome and do not count towards the page limit.
