Single-Module Prefabricated Housing in Yongsan Embassy Housing

This Request for Quotations (RFQ) seeks proposals for the turn-key procurement and installation of one high-performance, single-module prefabricated fitness center (gym) at the Yongsan Embassy Housing (YEH) compound in Seoul, Republic of Korea. The U.S. Government intends to award a purchase order to the responsible offeror submitting the lowest priced acceptable offer.

• Prefabricated Structure: A complete, factory-engineered prefabricated house system meeting specific technical requirements, including a minimum of 90 m² internal space and 3.0m ceiling height.

• Insulation: Strict thermal transmittance (U-value) requirements for exterior walls (≤0.150 W/m²K), roof/ceiling (≤0.150 W/m²K), and lowest floor (≤0.240 W/m²K).

• Exterior Walls: Aluminum siding with glass wool insulation, meeting energy design standards for Central Region 1.

• Interior: Drywall system, fire-rated plywood backing for mounted equipment, and white wallpaper (LX Z:IN or approved equal).

• Flooring: High-density vulcanized rubber tiles (minimum 20mm thickness).

• Windows & Doors: High-performance LX Z:IN Super Save 7 windows (Energy Efficiency Class 1) and a G90 galvanized steel exterior door meeting ADA requirements.

• Electrical: Compliance with NEC and local codes, including main panel installation, dual voltage outlets (120V/220V), LED lighting, and dedicated circuits for HVAC and treadmills.

• HVAC: Two (2) high-efficiency LG Electronics ceiling-mounted heat pump systems (or equivalent).

• Safety: Compliance with EM 385-1-1 and provision of a Safety Management Plan. Security vetting for contractor personnel is required.

• Performance Period: 120 calendar days from the Notice to Proceed.

• Warranty: One-year warranty of works and products.

• Pre-Quotation Conference & Site Visit: May 12, 2026, at 14:00 KST.

• Questions Due: May 15, 2026, by 17:00 KST.

• Quotation Due Date: June 4, 2026, by 17:00 KST via email to SeoulProposals@state.gov.

• Submission Format: Electronic submission in two volumes (Price and Technical) via email, not exceeding 30MB per file.

• Evaluation: Award will be made to the lowest priced, acceptable, responsible quoter.

• Offerors must be technically qualified and financially responsible.

• Registration in SAM is required for offers over $40,000.

• Attachments include a Price Breakdown, List of Materials, and Drawings (provided at the pre-quotation conference).

• Offerors must acknowledge all solicitation provisions and clauses.
