This document provides guidance on Military Standard 129 (MIL-STD-129R) marking and shipping label requirements. It is intended to instruct vendors on how to properly mark unit, intermediate, and exterior containers for shipments to government entities.

• Marking Requirements: Details the specific information required on labels for unit, intermediate, and exterior containers, including NSN/NATO stock number, CAGE code, part number, nomenclature, quantity, contract/purchase order number, preservation method and date, shelf life, and serial numbers.
• Exterior Container Marking: Specifies that exterior containers require the same basic format as unit containers but without the item description. NSN, Purchase Order Number, and CAGE Code must be barcoded.
• Military Shipping Label (MSL): Outlines the requirements for the MSL, including data elements such as Transportation Control Number (TCN), Transportation Account Code (TAC), Ship To/POE address, Project Code, Weight, Cube, Date Shipped, and Piece Number.
• Bar Code Requirements: Specifies the use of linear (Code 39) and 2D (PDF417) bar codes for identification and data.
• Packaging: References various standards for packaging, including Mil-Std-2073-1, ASTM D-3951, and requirements for hazardous materials and wood packaging.

This document is critical for any bidder whose contract or solicitation requires shipments to the government. Failure to comply with MIL-STD-129R marking and labeling requirements can lead to shipping delays and other logistical issues. Bidders must ensure their shipping and labeling processes align with these standards to avoid complications.

Solicitation / RFP / RFQ

This Request for Quotation (RFQ) seeks pricing for "Cushioning Material, Packaging" identified by P/N: AP1001320 or Equal. The acquisition is being conducted by the General Services Administration (GSA) / Supply Chain Management Contracting Division (GSA/SCM).

• The primary item is "Mobile Column Vehicle Lift" with P/N: AP1001320 or Equal.

• Salient characteristics for the Mobile Column Vehicle Lift include:

  • System shall include six (6) mobile lifting columns.
  • Each column must have a minimum lifting capacity of 19,000 pounds.
  • The combined system must lift heavy-duty trucks, buses, or similar commercial vehicles.
  • Columns must be battery-powered, support synchronized lifting/lowering, and have integrated wheels/casters.
  • System must include mechanical safety locks, overload protection, and emergency stop controls.
  • Must be ANSI/ALI-ALCTV certified and ISO9001 manufacturer certified.
  • Minimum lifting height of at least 69 inches.

• This is an "all-or-none" award.

• The contract will be a binding agreement upon PO acceptance.

• Vendors must be registered or willing to register in GSA's OMS Vendor Portal or have the ability to receive orders via Electronic Data Interchange (EDI) within 5 business days after award.

• Vendors must submit only one quote.

• Quotes must be submitted via email by the closing date and time.

• Evaluation will be based on:

  • Administrative Compliance (pass/fail).
  • Technical Acceptability (pass/fail, especially if 'brand name or equal' is involved).
  • Lowest evaluated price.

• Offers must be held firm for 60 calendar days.

• The closing date for this RFQ is June 15, 2026, 5:00 PM EDT.

• This RFQ is set aside exclusively for Small Business concerns.

• The assigned NAICS code is 326150 – Urethane and Other Foam Product (except Polystyrene) Manufacturing.

• Vendors must meet the size standard for this NAICS code (750 employees or less) in their SAM registration to be eligible.

• The nonmanufacturer rule does not apply to this acquisition.

• Vendors must be registered in the System for Award Management (SAM) prior to award.

• Foreign corporations selected for award must have an agent and a physical address in the U.S.
