Statement of Work (SOW)

To procure monitoring and annual inspection services for fire and intrusion alarm systems at Sleeping Bear Dunes National Lakeshore.

• Monitor current fire and intrusion alarm systems, adapting to existing brands (Bosch, ADT, EPS, Midstate, Honeywell).
• Perform annual inspections of 14 fire and intrusion alarms and 8 sprinkler systems across 20 structures.
• Contractor's site must be "Hot Redundant" and FM Certified to NFPA 72 standards, with UL Listed central station facilities.
• Provide zone reporting for alarm activations, monitor for low battery and trouble signals, and issue monthly reports on alarm conditions.
• Conduct tests on alarm control panels to ensure signal transmission.
• Perform annual inspections in accordance with applicable NFPA standards, state, and local codes.
• Provide operational, maintenance, and troubleshooting training to park personnel.

Services are required at various locations within Sleeping Bear Dunes National Lakeshore, including:

• Platte River Ranger Station

• Platte River Maintenance

• Leelanau District Ranger Office

• Maritime Museum

• DH Day Campground Office

• Scenic Drive Kiosk

• Dune Climb Kiosk

• Artifact Storage 1 & 2

• Empire Maintenance Office

• Carpenter Shop

• Equipment Shop

• Sign Shop

• Locations requiring annual sprinkler system testing only (no monitoring): Charles Olsen Farm House, Klet/Dechow Farm House, Warner House, William Day House, Esch House, Tweedle/Crouch House, Goffar House.

• Alarm Monitoring station calls designated personnel with pertinent information upon activation.

• Monthly reports on each account of opening/closing, alarm conditions, and resolution.

• Written reports upon completion of system inspections, detailing deficiencies, recommendations, and repairs.

• Period of Performance: One year (52 weeks) from commencement, with four (4) one-year option periods.

• Contractor must have systems fully operational within 10 working days of award.

• Services required 365 days a year, 24 hours a day, 7 days a week.

• All contractor Monitoring Technicians must be U.S. Citizens subject to a trustworthiness determination (favorable investigation with a SECRET clearance required).

• Monitoring Center actions upon alarm trigger: identify signal, run verification, notify appropriate dispatch (Leelanau or Benzie County), and notify COR for maintenance issues.

• Submittals: Monthly alarm response reports to the COR.

• Changes to the SOW must originate from and be approved by the Contracting Officer.

This document is a Wage Determination issued under the Service Contract Act (SCA). It provides the minimum wage rates and fringe benefits required for various occupations performing work on federal contracts in specific geographic areas.

• Geographic Area: Michigan Counties of Benzie, Grand Traverse, Kalkaska, and Leelanau.

Bidders must use this wage determination to ensure they are offering compliant wages and benefits for all covered service employees on their proposals. Failure to comply can lead to penalties. The listed rates and benefits are the minimums required for contract performance.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for a Firm-Fixed Priced contract for "Sleeping Bear Dunes NSL Alarm Monitoring and Annual Inspections." The contract will be awarded under NAICS code 561621 (Security Systems Services, except Locksmiths) with a size standard of $25.0 Million. The government is procuring these services to ensure the continued monitoring and inspection of alarm systems at Sleeping Bear Dunes National Lakeshore.

• Services include the provision and installation of required items as set forth in the attached Scope of Work (SOW).

• All contractor personnel must be U.S. citizens and possess an active SECRET security clearance.

• Contract Type: Firm-Fixed Price Commercial Award.

• Period of Performance:

  • Base Year: 08/01/2026 to 07/31/2027
  • Option Year 1: 08/01/2027 to 07/31/2028
  • Option Year 2: 08/01/2028 to 07/31/2029
  • Option Year 3: 08/01/2029 to 07/31/2030
  • Option Year 4: 08/01/2030 to 07/31/2031

• The total duration of the contract, including options, shall not exceed 5 years.

• Quotations must be submitted via email to adam_kircher@ios.doi.gov by 06/19/2026 at 1100 CD.

• Offerors must be registered in the System for Award Management (SAM) with an "active" status.

• Evaluation will be based on price, technical capability, and prior experience.

• Key submission items include:

  • Completed SF18 form.
  • Project narrative demonstrating understanding of SOW requirements (limit two pages).
  • Three prior experience references.
  • Resumes of personnel.
  • Completed Price Schedule.

• This RFQ is not a Small Business Set-Aside.

• Offerors must be registered as a small business in SAM at the time of quote close, award, and throughout performance, for NAICS code 561621.

• This request does not commit the Government to pay any costs incurred in preparing a quotation.

• Electronic invoicing and payment will be processed through the Invoice Processing Platform (IPP).
