Scope of Work

This encompasses Zodiac CRRC, E-CRRC, USMC 31' Open Water Safety Craft, USMC Dive Boat, and Rigid Hull Inflatable Boats (RHIBs), as well as Evinrude E-Tec, USMC Evinrude Multi-Fuel, and Mercury Verado outboard engines. Key deliverables include daily operational briefings/reports, maintenance of the boat locker publications library, technical support for material management, and classroom maintenance training. Personnel must be US Citizens, English fluent, possess a high school education, be proficient in Microsoft Office, and have at least one year of experience with Oracle GCSS. Certifications for specific engine types and coxswain duties are required.
Contract Details
This will be a single Firm-Fixed-Price contract. The Period of Performance includes one base year (May 15, 2026 - May 14, 2027) and four one-year option periods. The NAICS Code is 488390 (Other Support Activities for Water Transportation) with a small business size standard of $47,000,000.00. Government-furnished property, including workspace and equipment, will be provided.
Submission & Evaluation
This procurement is a 100% Small Business Set-Aside. Offerors must be registered in the System for Award Management (SAM). Quotes will be evaluated using a price/technical tradeoff process. Technical Capability (resume, detailed technical proposal) and Past Performance (at least two relevant references from the past three years) are equally weighted and significantly more important than Price. The deadline for proposals is April 3, 2026, at 12:00 PM local time. The period for questions closed on April 1, 2026.
Additional Notes
A Quality Assurance Surveillance Plan (QASP) is in place to monitor contractor performance. Wage determinations for Bexar County, TX, are relevant for labor cost estimation. Common Access Cards (CAC) will be required for personnel.
