Program Scope & Objectives

Research should focus on revolutionary advances, not evolutionary improvements. Phase 1 (24 months) will cover proof-of-concept, modeling, and demonstration of parallel element separation. Phase 2, focusing on prototype development, is not part of this solicitation. Government-furnished feedstock samples will be provided at program kickoff.
Contract Details & Requirements
This opportunity will result in Other Transaction (OT) for Research agreements under 10 U.S.C. § 4021, with multiple awards anticipated. Payments will be milestone-based. There is no set-aside; all responsible sources, including U.S. and non-U.S. entities, are encouraged to submit. Proposers must include a detailed commercialization plan and address all Phase 1 goals. Cybersecurity compliance with NIST SP 800-171 or DoDI 8582.01, or a plan to achieve it within four months of kickoff, is required. Government Purpose Rights (GPR) are required for Intellectual Property.

Proposal Instructions & Attachments
Bidders must adhere to mandatory instructions and templates for Volume I (Technical and Management Proposal) and Volume II (Price Proposal). Volume I is limited to 12 pages, and oral presentations are limited to 20 slides and 30 minutes. A Price Summary Spreadsheet (Attachment E) must be used. A Controlled Unclassified Information (CUI) Guide (Attachment J) outlines procedures for handling sensitive information.
