Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a clean workplace free of snow and ice.

• Provide snow and ice removal services for all paved areas, sidewalks, landings, entrance ramps, driveways, and parking lots.

• Services include plowing, sanding, salting, and de-icing.

• Specific areas to be cleared include catch basins, hydrants, dumpsters, monitoring wells, and HVAC units.

• Snow removal from parking lots should not reduce available parking by more than 10%.

• Snowbanks at parking lot entrances/exits must be plowed back four feet from the curb and not exceed three feet in height.

• Snow and ice removal services must be performed in accordance with the PWS and Army Regulation 420-1.

• Performance threshold: 98% with no more than one valid customer complaint per month.

• Quality control is the contractor's responsibility to ensure services meet contract requirements.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Invoices will not be approved without submitted pictures verifying services performed.

• Period of Performance: 12 months from the effective date of award, with four 12-month option periods.

• Contractor must provide State and Federal licenses, operating permits, and certifications within five working days of award.

• Contractor must submit monthly invoices with required pictures for approval.

• Contractor must complete AT Level 1 and OPSEC training within specified timeframes.

• Contractor must maintain equipment in good, workable condition and ensure containers are clean and accessible.

• Vehicles must meet specific requirements, including identification and compliance with traffic regulations.

• Contractor must provide sand barrels and maintain them throughout the winter season.

• Contractor must report manpower data into SAM.GOV.

• Contractor must not duplicate Government-issued keys; a $50.00 charge applies for lost keys.
