Scope of Work
The contractor will provide comprehensive snow removal and ice treatment for the CCRU facility at 502 Walnut Street, Madison, WI. Services include snow removal for parking lots, loading dock incline, sidewalks, and entry areas when accumulation is one inch or greater. Ice treatment is required for parking lots, sidewalks, and entry areas as conditions warrant. The contractor will supply standard deicer, while the USDA will provide an alternative deicer for specific main entrances and loading dock areas. Services must be performed during normal USDA operating hours (Monday – Friday, 7:30 am to 4:00 pm CDT).

Submission & Evaluation

- Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on a Lowest Price Technically Acceptable (LPTA) approach.
- Price: Must be fair and reasonable, including pricing for all CLINs for the base and all option periods.
- Technical Acceptability: Offerors must demonstrate a sound and compliant approach meeting all requirements in the Statement of Work (SOW). Exceptions to the SOW may result in an "unacceptable" rating.
- Past Performance: Evaluated as "Acceptable," "Neutral," or "Unacceptable" using references, USDA records, and CPARS.
- Offer Acceptance Period: Offerors must hold prices firm for 60 calendar days from the offer receipt date.
