Statement of Work (SOW)

To create vegetation fuel breaks along existing road systems in Owyhee County, Idaho, to protect the Wildland Urban Interface (WUI) area, sage-grouse habitat, and Emergency Stabilization and Rehabilitation (ESR) investments from wildfire, and to prevent invasive plant expansion.

• Mowing of brush fields to a height of approximately six inches from the ground.

• Mowing will be performed in a linear fashion along roadways, creating a 400-foot buffer (200 feet on each side of the road).

• Mowing may include mosaic areas for avoidance sites, rock outcrops, or ravines.

• Mowing will be performed on both sides of the roadway, unless restrictions or steep slopes apply to one side.

• Approximately 1,132 acres are estimated for treatment.

• Mowing shall be accomplished by a wheeled tractor with a powered mowing device.

• Tractors must have adequate drawbar horsepower, traction, and weight, with a minimum of 90 horsepower (PTO).

• Mowers must be pull-behind rotary cutters capable of cutting a minimum swath of fifteen (15) feet.

• Equipment undercarriages must be cleaned before entering treatment areas to prevent the spread of noxious weeds.

• Ground disturbance will be minimized.

• Acceptance will be based upon 95% compliance with specifications.

• Anticipated Performance Period: September 12, 2026 – November 14, 2026.

• Location: Owyhee County, Idaho, along specific roads including Cow Creek Road, Reynolds Creek Road, Rabbit Creek Road, Kane Springs, Black Mountain Road, and Whiskey Mountain Road.

• Fire Prevention: Equipment must have approved spark arresters. Each tractor must have one shovel and one 10-pound ABC fire extinguisher.

• Compliance with all applicable State and Federal laws and regulations pertaining to water quality.

• Protection of Public Land Survey System (PLSS) and Federal property boundaries.

• Contractor must provide a designated Contractor Representative fluent in English on-site at all times.

• Site visit is strongly recommended for bidders.

• Government will provide a map and GIS shape file of the project area.
