Purpose
This RFI aims to gather market research to assist the Government in developing an acquisition strategy for comprehensive software sustainment services. The MEP-PU-810D is transitioning to sustainment, and PdL LPS is required to sustain its software for the system's lifecycle (estimated FY38-FY47). This is not a Request for Proposal (RFP), and no proposals are being sought at this time.
Scope of Interest
The Government is seeking information on contractor capabilities for managing, maintaining, and securing the software for the MEP-PU-810D fleet. This includes:
- Program Management
- Systems Security Engineering (SSE) (NIST SP 800-160, 800-37, 800-53)
- Secure Software Development (lifecycle, cybersecurity mitigations, integrity verification, CI/CD tools)
- Software Assurance (source code access, vulnerability analysis, static/dynamic code analysis)
- Cybersecurity Test & Evaluation (Cyber T&E) (CVI, CVPA, Adversarial Assessments)
- Cybersecurity Vulnerability Management and Testing (IAVM, DISA SCAP tools, incident response)
- Supply Chain Risk Management (SCRM) (NIST SP 800-161, Risk Register, eBOM/SBOM, CFA, continuous vulnerability monitoring)
- Documentation and Data Rights (Government Purpose Rights for COTS, Unlimited Rights for source code)
- Forecasting & Obsolescence Management for long-lifecycle systems (FY38-FY47)
- Transition Approach from an outgoing production contractor.
