Justification for Sole Source
ICE previously acquired IRIS devices from BI2 Technologies in 2025, necessitating that new devices be compatible with existing hardware and software to ensure uninterrupted operations and interoperability. BI2 Technologies offers proprietary solutions (I.R.I.S.™ and MORIS™) uniquely suited for law enforcement, providing a secure, real-time national criminal justice data sharing network and mobile offender recognition capabilities. Market research confirmed that BI2 Technologies holds the only non-Federal national, mobile, and web-based iris biometric network and database meeting ICE's requirements, with no viable competition identified. A Notice of Intent to Sole Source was posted on SAM.gov on March 1, 2026, and no interested parties responded with capability statements.
