Statement of Work (SOW)

To provide maritime vessel support for Unmanned Systems (UxS) experimentation focused on early development of Electromagnetic Spectrum Operations (EMSO) capabilities and multi-domain unmanned systems. The experimentation will take place in Lake Huron and Thunder Bay, MI.

• Provide safe and experienced maritime vessel support, including crewed boats with qualified captains.

• Rent facilities from the Great Lakes Maritime Heritage Center (GLMHC) campus.

• Support technology integration and experimentation execution in the maritime environment.

• Closely monitor weather and maritime conditions, providing recommendations for safe execution.

• Vessels of various classes and lengths are required, including those up to 300GT.

• All vessels must be in good working order and equipped with applicable National Oceanic and Atmospheric Administration (NOAA) and Coast Guard safety equipment and certifications.

• GLMHC Campus Room Space: Theater, Education Room, Back Interpretation Space/SOS, Makerspace, Dive Tank.

• Full Campus Meeting (all listed rooms).

• Full Exhibits (closed to the public).

• Apartment.

• GLMHC Campus Extended Hours (0600-2000).

• Logistical Support.

• Vessels must be captained and crewed by experienced and certified personnel with knowledge of the local maritime environment.

• Crews must enforce all NOAA and Coast Guard safety regulations.

• Experimentation Setup: 2-3 days prior to Exercise.

• Experimentation Event Execution: Week 1 and 2 of Exercise.

• Event Scheduled: July 12, 2026 - July 25, 2026.

• Location: Alpena, MI and the waters of Lake Huron in and around Thunder Bay.
