This is a combined synopsis and solicitation for commercial items, issued as a Request for Quote (RFQ) N66604-26-Q-0196 by the Naval Undersea Warfare Center Division, Newport. The government intends to award a Firm Fixed Price (FFP) purchase order on a sole-source basis to Product Planning Inc. (Pro-Plan) for the Electro-Hydraulic Control Valve (ECV) system. This action is necessary to mitigate obsolescence risk and ensure fleet readiness, as Pro-Plan is the sole designer, manufacturer, and servicer of this proprietary equipment.

• CLIN 0005: Government Purpose Data Rights for data delivered under CLIN 0004. Offerors claiming Government Purpose or Unlimited Data Rights must propose a value for this CLIN and provide evidence of internal investment supporting asserted data rights.

• Contract Type: Firm Fixed Price (FFP) purchase order.

• Delivery: FOB Destination to Newport, RI.

• Desired Delivery Date: January 31, 2027.
