Quick Summary
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division – Kansas City office intends to award a sole source purchase order to Phillips Corporation, Federal Division for Haas Wireless Intuitive Probing System (WIPS) components and associated services. This procurement is for the National Data Buoy Center at Stennis Space Center, MS and is justified under FAR 6.103-1, citing only one responsible source.
Scope of Work
The requirement includes two Haas Wireless Intuitive Probing Systems for existing Haas CNC mills, an I/O Board for one CNC machine, and comprehensive services. These services involve installation of WIPS, software updates for both CNC mills, software updates for an existing Haas Lathe, installation of a Y-axis cover on one CNC mill, machine leveling for all three, and functional testing.
Contract & Timeline
- Type: Sole Source Purchase Order
- Vendor: Phillips Corporation, Federal Division
- Justification: FAR 6.103-1 (Only one responsible source)
- Response Date: June 11, 2026
- Published: May 15, 2026
Justification for Sole Source
Phillips Corporation Inc., Federal Division, is the sole and exclusive distributor for Haas CNC products, including machine tools, proprietary hardware, firmware, services, and training, for U.S. government facilities. Using third-party probes would create integration challenges, require custom code, increase risk of improper integration, and potentially damage CNC machines. Furthermore, Haas technicians upgrade firmware during WIPS installation, avoiding separate, costly procurements for firmware updates if non-Haas probes were used.
