Set-Aside & Justification
This acquisition is listed as UNRESTRICTED. However, the government intends to solicit and negotiate with only one source, ProQuest LLC, under the authority of FAR 12.102(a). The sole-source justification states that all 22 databases are uniquely indexed by ProQuest's Ex Libris Central Discovery Index and discoverable via Primo, the Library's enterprise management system. The data and information cannot be replicated by other online providers, and ProQuest is the sole authorized retailer/aggregator of this copyrighted and proprietary content. The Small Business Office concurs with this determination.
Evaluation
Award will be based primarily on Factor I - Price. The government intends to award to the vendor whose quote is most advantageous based on initial quotes, containing the best terms from a price standpoint. Quotes must be held firm for thirty (30) days.
