Opportunity Details
The 415 SCMS at Hill AFB seeks to establish a MAC IDIQ to provide repair services for existing and future assets. The scope includes Test, Teardown and Evaluation (TT&E), Minor Repairs, Major Repairs, Total Rebuilds, and other ancillary requirements. Repaired designs must meet or exceed system requirements and be Form, Fit, Function, and Interface (FFFI) compliant.
Contract Structure & Value
This is a MAC IDIQ with task orders issued as Firm-Fixed Price. The Period of Performance includes a 5-year basic ordering period and one 5-year option, for a potential total of 10 years. The estimated maximum contract value is $300,000,000.00, with a minimum amount of $500.00 for the Counterfeit Prevention Plan. Individual task order amounts will be determined at the order level.
Qualification & Submission
This requirement is restricted to qualified sources as per FAR Part 52.209-1. Interested vendors must submit a Source Approval Request (SAR) package to the Source Development Small Business Office or Contracting Officer. Qualification packages, detailed in the Repair Qualification Requirements (RQR) attachment, must be submitted by April 2, 2026, for consideration in the initial contract award. Vendors must also submit a Letter of Intent to Participate by the same deadline. Qualification packages submitted after this date may be considered for future on-boarding opportunities (semi-annual in the first year, then annual). Evaluation & Award
Evaluation will be based on Technical Qualification (Order of Importance: 01) and Past Performance. Offerors must be qualified and listed as an approved source on the AFMC 762 for at least one NSN listed on the RQR. The estimated contract award date is June 1, 2026. Small business set-asides will be determined at the task order level.
Key Requirements
Contractors must comply with DFARS 252.204-7020 NIST SP 800-171 DoD Assessment Requirements and DFARS 252.204-7025 Notice of Cybersecurity Maturity Model Certification Level Requirements (CMMC Level 2 Self). Contractors are also required to propose to 90% of Fair Opportunity Proposal Requests (FOPRs) for which they are qualified, or risk a negative CPARS rating.
