Statement of Work (SOW) / Performance Work Statement (PWS)

To establish an indefinite delivery/indefinite quantity (IDIQ) ordering vehicle for the procurement of High Fragmentation 1 (HF-1) Steel, specifically 6.75" round forged bar, to meet the Department of Defense's needs for 155mm artillery shell casings.

• Provide management, services, personnel, and documentation for the procurement of HF-1 Steel.

• Estimated quantities for a five-year ordering period are detailed in Table 1, totaling 438,480,000 lbs.

• HF-1 Steel must conform to specific chemical composition limits (Table 2).

• Material must be forged round bar, 6.7" to 6.9" in diameter, with lengths between 6 and 10 feet.

• Must comply with MIL-S-50783 Amendment 1.

• Material must be of uniform quality, free from defects, manufactured within the Continental United States (CONUS).

• Each lot must be approximately 280,000 lbs, packaged in bundles of approximately 10,000 lbs.

• Material must be non-radioactive and contain less than 0.05% combined thorium and uranium by weight.

• Contractor must submit a sampling plan with their proposal.

• Government will witness sampling operations and reserves the right to waive witnessing.

• Sampling operations must occur within CONUS.

• Contractor must provide government with at least 20 business days' notice before beginning sampling activities.

• Contractor must collect two equivalent samples per lot (one for contractor, one for government).

• Contractor must submit a testing plan with their proposal.

• Testing operations must occur within CONUS.

• Government will witness testing operations and reserves the right to waive this requirement.

• Contractor must provide a COA for each production lot, which will be reviewed by the government prior to shipment.

• COAs must include specific details such as lot number, weight, tests performed, results, specifications, and analyst information.

• Contractor must comply with all federal, state, local, and international regulations regarding the use, transport, emergency response, and disposal of the material.

• Compliance with DOT, OSHA, EPA regulations, and GHS is required.

• Packaging must follow industry standards and specific requirements for storage at a government depot (e.g., flat bundles, specific dunnage materials).

• Each individual bar must be permanently marked with a unique serial number traceable to its COA.

• Markings must be in English and include specific information such as commodity name, origin, producer, weight, lot number, and contract number.

• Contractor is responsible for transportation, carrier, and insurance paid to the point of delivery in Columbus, OH.

• Delivery must be scheduled with the government representative at least 15 business days in advance.

• Deliveries to the government storage location have specific unloading hours.

• Contractor must submit a material delivery schedule within 30 business days of contract award.

• DLA personnel will perform visual inspections at the final delivery point.

• Government reserves the right to sample and test each lot.

• Government will provide written notification of acceptance/rejection within 30 business days of delivery.

• Non-conforming material may be rejected and must be replaced at no cost to the government.

  • Quantities in Table #1 are estimates and may change.
  • The overall estimated IDIQ contract value will be the sum of estimated CLIN 0001 values.
  • Delivery orders will use firm-fixed prices proposed in Tables #2 and #3.
