Statement of Work (SOW) / Performance Work Statement (PWS)

This Scope of Work (SOW) establishes requirements for sanitation waste removal services at the San Juan National Historic Site.

• Provide and maintain two (2) 20-cubic-yard roll-off containers on-site.

• Containers must be structurally sound, watertight, free from excessive rust/holes, clearly labeled, and equipped with operable doors and secure locking mechanisms.

• Containers will remain on-site throughout each performance year unless otherwise directed.

• Deliver and position containers at Government-designated locations, avoiding obstruction of emergency access, interference with visitors, and damage to historic structures or landscapes.

• Perform will-call removal and replacement of containers upon notification by the Contracting Officer's Representative (COR).

• Recommended response time for service is 24-48 hours from notification.

• Dispose of all waste at a licensed and permitted solid waste disposal facility, complying with federal, Commonwealth of Puerto Rico, and local environmental regulations.

• Provide disposal documentation or weight tickets upon request.

• The Contractor is not responsible for disposal of hazardous waste, regulated medical waste, petroleum-contaminated materials, or special/regulated waste streams.

• Respond within contractually required timeframe to will-call requests.

• Immediately clean up debris or spills during servicing.

• Prevent leakage or contamination.

• Maintain containers in sanitary and serviceable condition.

• Comply with OSHA safety standards.

• Coordinate access with the COR prior to servicing.

• Avoid contact with historic walls, fortifications, and structures.

• Protect masonry, paved surfaces, and cultural landscapes.

• Immediately report any damage to the COR.

• Use care when maneuvering trucks within confined historic areas.

• Comply with National Park Service access and security procedures.

• Coordinate with park staff prior to each service event.

• Contract period: One (1) Base Year (12 months) plus four (4) Option Years (12 months each), for a total potential period of performance of five (5) years.

• Place of Performance: San Juan National Historic Site, San Juan, PR.

• Work may need to occur during specific hours to reduce visitor disruption.

• Containers are to be serviced on a will-call basis.
